Abstract:
Dolžnost države je zagotoviti prebivalcem socialno in zdravstveno varnost. Sistem zdravstvenega varstva povezuje številne storitve in dejavnosti. Zakon, ki opredeljuje sistem zdravstvenega varstva, je Zakon o zdravstvenem varstvu in zdravstvenem zavarovanju. Cilj zdravstvene politike je izboljšati zdravje prebivalcev. Država mora poskrbeti za dostopnost in kakovost zdravstvene dejavnosti. V zdajšnjem času morajo organizacije hitro zaznati spremembe v okolju in se nanje odzvati tako, da se nenehno prilagajajo novim pogojem. Težko je biti konkurenčen, zato morajo razvijati svoje kadrovske, tehnološke in organizacijske potenciale. Kakovost mora biti eden od procesov.

LEGAL REGULATION OF PRIMARY HEALTH CARE
Abstract:
Each country is obliged to ensure a certain degree of social and health security. The system of health insurance consists of many services and activities. The aim is to enhance the health of citizens. The country is obliged to ensure citizens quality and availability of public health activities. Nowadays all organizations need to be quick in sensing the changes in the environment and react to them by adapting to new conditions. It is not easy to enable a competitive environment so they need to evolve human resource, technological and organizational potencials. Quality needs to be one of the processes.
