Title:SAMOZAPOSLOVANJE IN BREZPOSELNOST V GORIŠKI REGIJI

Abstract:Gospodarska recesija, ki se je razvila v vsesplošno krizo, je tudi v Sloveniji dodobra premešala razmere na trgu dela. Število registrirano brezposelnih oseb se je iz leta v leto povečevalo. Pri tem Goriška regija ni bila izjema. Pred pojavom gospodarske krize je bila slednja regija z najnižjo stopnjo registrirane brezposelnosti, po letu 2008 pa je ta naraščala z večjim tempom od državnega povprečja in konec leta 2012 skoraj dosegla državni nivo. V nalogi smo poleg gibanj registrirane brezposelnosti proučevali tudi gibanja samozaposlitev v Goriški regiji in jih primerjali z gibanji na državni ravni. Pri tem smo ugotovili, da je število samozaposlenih v Goriški regiji naraščalo počasneje od tistega na državni ravni, spodbudna pa je ugotovitev, da je delež samozaposlenih Goriške regije v Sloveniji na koncu obravnavanega obdobja večji od tistega na začetku. Pri spodbujanju zaposlovanja in samozaposlovanja ima pomembno vlogo Aktivna politika zaposlovanja. V okviru le-te smo proučevali pomembnost aktivnosti »Subvencija za samozaposlitev« na podlagi vpisov in sklenjenih pogodb. Na podlagi naraščanja števila vpisov in pogodb smo ugotovili, da omenjena aktivnost pozitivno vpliva na rast samozaposlitev v Goriški regiji.

Title:SELF-EMPLOYMENT AND UNEMPLOYMENT IN GORIŠKA REGION
Abstract:The economic recession which has turned into a general crisis resulted in a substantial change in the labour market in Slovenia as well. The number of registered unemployed persons has grown each year. The region of Goriška is not an exception to this. Before the economic crisis emerged, the level of registered unemployment rate had been the lowest in the country; after 2008, however, it has been growing more rapidly compared to the country average. It almost reached the state level in 2012. Besides trends of the registered unemployment rate, this thesis discusses also the trends of self-employment in the Goriška region and their comparison to the trends on the national level. According to the findings, the self-employment rate in the region has grown more slowly than the national self-employment rate. On the other hand, it is encouraging that the self-employment rate in the Goriška region at the end of the studied period is higher than the starting one. Active employment policy plays an important part in encouraging employment and self-employment. The thesis deals mainly with one aspect of employment policy activities, namely the "Subsidy for self employment" based on the number of registrations and signed agreements, which have grown since the subsidy was introduced. Therefore, the thesis establishes that this activity has a positive effect on growth of the self-employment rate in the Goriška region.
