Abstract:	Plovnostni dokument je eden izmed dokumentov, ki morajo biti vedno na zrakoplovu. S tem dokumentom se potrjuje, da zrakoplov izpolnjuje zahteve stalne plovnosti. V procesu plovnostnega pregleda ga izda potrjena organizacija za vodenje stalne plovnosti oziroma organ za civilno letalstvo na podlagi ugotovitev, ki so zapisane v plovnostnih zapisnikih. Predmet analize v magistrskem delu so ugotovitve, zapisane v 1396 plovnostnih zapisnikih, spisanih v letih 2008, 2009, 2010 in 2011 s strani nadzornikov pristojnega organa za civilno letalstvo. Analiza procesa plovnostnega pregleda je izvedena s pomočjo dvojne povratne zanke, v kateri je bila analizirana aktivnost stranke in aktivnost nadzornika. Pri iskanju vzrokov za neskladja v zunanji povratni zanki in napak v notranji povratni zanki so bila uporabljena osnovna orodja managementa kakovosti, pri iskanju vzročne povezanosti med posameznimi spremenljivkami pa so bile uporabljene metode potrjevanja statističnih hipotez. Izsledki raziskave potrjujejo medsebojno povezanost med ugotovitvami in vrstami zrakoplovov, kakor tudi med številom ugotovitev glede na posamezno vrsto zrakoplova oziroma glede na posamezno opazovalno obdobje. Medsebojna povezanost potrjuje dejstvo, da gre v procesu plovnostnega pregleda za problem, ki je sistemsko – procesne narave. Vzroki za to so vloga managementa, pomanjkanje komunikacije, kontrole, nadzora in usposabljanja, zato bi bil najučinkovitejši način reševanja problemov v Javni agenciji za civilno letalstvo uvedba sistema managementa kakovosti, ki bi imel neposredni vpliv tudi na večjo varnost v civilnem letalstvu.

Title:	Model of resolving findings in the airworthiness review process
Abstract:	The airworthiness document is one of the documents that have to be kept on board the aircraft all the times. This document is to certify that the aircraft meets the requirements of continued airworthiness. It is issued in the process of the review of airworthiness by organization an approved continuing airworthiness management or the Civil Aviation Authority, based on the findings listed in the airworthiness records. The aim of this thesis is the analysis of the findings in 1396 airworthiness records, drafted in 2008, 2009, 2010 and 2011 by the supervisors of the competent civil aviation authority. The analysis of the airworthiness review process is carried out with the help of a double feedback loop in which both the activity of the customer and the activity of the supervisor were examined. When searching for the reasons for the findings in the outer loop and errors in the internal loop, basic quality management tools have been used. To find causal connections between individual variables, validation methods of statistical hypotheses have been applied. The results of the study confirmed the interaction between findings/errors and types of aircraft, and bet when the number of findings/errors and the type of aircraft or the observation period. This interconnection confirmed the problem of airworthiness reviewing process is of systematic mature. The reasons for this include the role of management, lack of communication, control, supervision and training. The implementation of quality management system have therefore the most effective way of solving the problems in the Public Agency of Civil Aviation, one which would also have a direct impact on the safety at civil aviation.
