Abstract:Vsaka država ima pravico in dolžnost varovati svojo notranjo in zunanjo suverenost. V ta namen si mora zgraditi učinkovit obveščevalno-varnostni sistem. Obveščevalno-varnostne službe so sopotnik vsake politične oblasti. Preko njih država pridobiva informacije, ki so odločilnega pomena za nacionalno varnost. Ker nobena oblast ni imuna na moč, ki jo prinaša vladanje, dostikrat izrablja obveščevalno-varnostne službe za zadovoljevanje lastnih političnih interesov. Poleg tega službe za pridobivanje informacij uporabljajo metode pridobivanja podatkov, s katerimi lahko pogosto posežejo tudi v z ustavo zagotovljene človekove pravice in svoboščine. Zaradi tega je potrebno to področje regulirati s kvalitetnimi zakoni, ki urejajo obveščevalno varnostno dejavnost ter nadzor nad akterji. Republika Italija je s sprejetjem novega zakona reformirala dosedanje obveščevalno- varnostne službe in nad njimi uvedla izboljšan politični nadzor preko parlamentarnega odbora za nadzor nad delom obveščevalno-varnostnih služb, ki jo ima sedaj dejansko moč nadzirati in ne samo spremljati dogajanje v povezavi z obveščevalno-varnostnimi službami.

Abstract:Each country has the right and duty to protect its internal and external sovereignty. For this purpose, it has to build an effective intelligence and security system. Intelligence and security services are companions of every political authority. Through them, the State obtained information that is vital to the national security. Because no government is immune to the power that it brings to its governance, it often uses the intelligence and security services to meet their own political interests. Moreover the services for acquiring information use methods of data acquisition, which can often interfere in with the constitutionally guaranteed human rights and freedoms. For this reason, it is necessary to regulate this area with quality laws which settle the intelligence-security activity and take control over the involved players. The Republic of Italy has a new Code reform of the existing intelligence and security services and above them they introduce the improved political control over the parliamentary committee to supervise the work of the intelligence and security services, which now has the actual power to control and not only monitors the developments in relation to the intelligence and security services.
