Abstract:	V diplomskem delu smo predstavili absentizem in fluktuacijo v Osnovni šoli Apače. Diplomsko delo smo razdelili na dva dela. V prvem delu, ki zajema teoretične osnove smo opredelili kadrovsko politiko in njena načela. V tem delu smo podrobneje preučili tudi kadrovsko funkcijo, njen razvoj in področja delovanja. Definirali smo kadrovanje, planiranje kadrov, ter proučili dejavnike, ki vplivajo na planiranje kadrov. Podrobneje smo definirali tudi pojma absentizem in fluktuacija, njune vrste, vzroke, izračune, ter dejavnike, ki vplivajo nanju. V empiričnem delu diplomskega dela smo predstavili osnovno šolo Apače, njeno zgodovino, ter delovanje. Opredelili smo kadrovsko strukturo zaposlenih po spolu, starosti, stopnji izobrazbe, ter vrsti zaposlitve. Iz podatkov, ki so nam bili na voljo smo izračunali stopnjo absentizma in fluktuacije za leto 2009, 2010, 2011, ter analizirali vzroke zanju. V raziskavi, ki je sledila smo raziskovali vzroke za absentizem in fluktuacijo. Na koncu diplomskega dela smo podali ugotovitve, ter predlagali ukrepe za izboljšanje obstoječega stanja v organizaciji.

Title:	ABSENTEEISM AND TURNOVER IN PRIMARY SCHOOL APAČE
Abstract:	Thesis introduces the phenomen of ansebteeism and turnover in primary school Apače. Thesis is devided into two parts. In the first part, which encompasses theoretical bases, we define the staffing policy and its principles. In theis section, we have thoroughly examined staff function, its development and field operactions. We defined recruitmant, humen resource planing and examine factors that affect the human resource planing. More specifically, we define the councept of absenteeism and turnover, their types, couses, colculations, and the factors affecting them. In the inpirical part of thesis, we depict primary school Apače, its history and operations. We defined staff structure by gender, age, educatione lavel, and enployment type. From the existing data, we have calculated the rate of absenteeism and turnover for 2009, 2010 ,2011, and analysed the causes of both phenomena. In the study, which followed, we have studed the causes of absenteeisem and turnover. At the and of thesis, we have presented our findings and proposed measures to inprove the existing situaction in the organization.
