Title:MERILA UČINKOVITOSTI IN USPEŠNOSTI POSLOVANJA JAVNIH BOLNIŠNIC V NJIHOVIH LETNIH POROČILIH: PRIMER IZBRANIH SLOVENSKIH IN TUJIH BOLNIŠNIC

Abstract:Vsaka država ima drugačno ureditev zdravstvenega varstva. Javne bolnišnice, ki se financirajo preko sistema zdravstvenega varstva, težijo k zagotavljanju učinkovitosti, uspešnosti in kakovosti poslovanja. Z namenom spremljanja učinkovitosti, uspešnosti in kakovosti slovensko Ministrstvo za zdravje in mednarodne organizacije zahtevajo oziroma priporočajo veliko meril (kazalnikov) za spremljanje poslovanja javnih bolnišnic. Javne bolnišnice poročajo v svojih letnih poročilih in poročilih o kakovosti o kazalnikih poslovanja in o zdravstvenih kazalnikih izrabe virov, učinkovitosti in kakovosti. V magistrski nalogi smo najprej predstavili tri temeljne modele sistemov zdravstvenega varstva po svetu, in sicer Bischmarckov model, Beveridgeov model in tržni model ter spoznali izvajanje in financiranje zdravstvene dejavnosti v izbranih državah. Nato smo se osredotočili na pojme učinkovitosti, uspešnosti in kakovosti poslovanja bolnišnic ter na njihovo povezanost. V nadaljevanju našega dela smo se osredotočili na primerjavo priporočenih kazalnikov Ministrstva za zdravje, OECD, WHO in AHRQ. Ugotavljali smo, kateri kazalniki so zastopani samo v eni, dveh, treh ali štirih proučevanih organizacijah. Sledila je primerjava kazalnikov poslovanja in zdravstvenih kazalnikov, o katerih poročajo v svojih poročilih bolnišnice iz 9 držav: Slovenije, Nemčije, Švice, Velike Britanije, Irske, ZDA, Kanade, Avstralije in Singapurja. Na podlagi primerjave smo ugotavljali, katere bolnišnice bolj celovito poročajo o teh kazalnikih oz. imajo prakso tovrstnega poročanja bolj razvito.

Title:BUSINESS EFFICIENCY AND EFFECTIVENESS MEASURES IN THE ANNUAL REPORTS OF PUBLIC HOSPITALS- EXAMPLE OF SELECTED SLOVENIAN AND FOREIGN HOSPITALS
Abstract:Each country has different health care regulation. Public hospitals, which are funded through the health care system, tend to ensure effectiveness, efficiency and quality of operations. In order to monitor the effectiveness, efficiency and quality, the Slovenian ministry of Health and international organizations require or recommend a number of criteria (indicators) to monitor the operations of public hospitals. Public hospitals report in their annual reports and quality reports on performance indicators and the indicators of the health resource utilization, efficiency and quality. In the first part of our master's thesis we presented the three basic models of health care systems around the world; namely, the Bischmarck model, the Beveridge model and the market model. We also learned about deduction and health care funding in selected countries. Furthermore, we focused on the concepts of effectiveness, efficiency and the quality of hospital's operations and their connections. In the continuation of our work we focused on the comparison of the recommended indicators of the Ministry of Health, OECD, WHO and AHRQ. We investigated which indicators are represented in only one, two, three or four of the studied organizations. This was followed by a comparison of performance indicators and health indicators which are reported in the reports in 9 countries: Slovenia, Germany, Switzerland, Great Britain, Ireland, USA, Canada, Australia and Singapore. On the basis of a comparison, we tried to find out which hospitals report more comprehensive on these indicators and their practice of such reporting is more developed.
