Abstract:V diplomski nalogi je podrobno opisan sistem napredovanja v javni upravi. Predstavljena je tudi zakonodaja, na podlagi katere se napredovanje javnih uslužbencev izvaja. Na začetku diplomske naloge so opredeljeni pojmi, kot so javni sektor, javna in državna uprava ter pomen javnega uslužbenca. Predstavljen je celoten postopek napredovanja javnih uslužbencev, pri katerem nas je predvsem zanimalo, kako poteka ter katere pogoje je treba izpolniti, da je javnemu uslužbencu omogočeno napredovanje. Javnim uslužbencem je napredovanje zelo pomembno, saj jim predstavlja prehod z delovnega mesta z določeno stopnjo zahtevnosti, na drugo, zahtevnejše delovno mesto, prav tako pa se jim z napredovanjem povečuje plačilo za opravljeno delo. Napredujejo lahko v višji plačni razred in višji naziv, in sicer na podlagi zbranih treh letnih ocen delovne uspešnosti. Ocenjevanje delovne uspešnosti, ki je pogoj za napredovanje, se izvaja enkrat letno. Sistem ocenjevanja delovne uspešnosti je enoten in velja za celotno javno upravo. Proučili smo tudi aktualni sistem plač v javnem sektorju, ki prinaša novosti tako na področju sistema plač, kot tudi na področju sistema napredovanja. Javnim uslužbencem je osnovna plača določena s plačnim razredom, v katerega je uvrščeno njihovo delovno mesto oziroma naziv. V zadnjem delu diplome je predstavljen raziskovalni del naloge, s katerim smo pri anketirancih želeli izvedeti njihovo mnenje o samem napredovanju in ocenjevanju delovne uspešnosti. Ugotovili smo, da anketirance sistem napredovanja ne motivira in ne spodbuja pri delu, prav tako niso zadovoljni s svojo mesečno neto plačo, ki jo prejmejo za opravljeno delo. O ocenjevanju delovne uspešnosti pa menijo, da ga vodje izvajajo nepristransko.

Title:SYSTEM OF PROMOTION FOR CIVIL SERVANTS
Abstract:The thesis provides a detailed description of the promotion system in public administration. The law on which the promotion of civil servants is performed is also presented. At the start of the thesis we defined concepts like public sector, public and state administration and also the meaning of a civil servant. We have presented the whole process of promotion of civil servants where we were especially interested in how it works, what are the conditions for promotions to a higher pay grade and a higher position and what conditions civil servants must meet to get promoted. We have described the performance appraisal process which is a condition for promotion. Performance appraisal is a standardised system which is used by the whole public administration and is performed once a year. We have also presented the current wage system in the public sector. Information on the salaries of civil servants is availabe to the public and their basic salary is determined by the pay grade of their job title. In the final part of the thesis the research part is presented whith which we wanted to find out what is the respondents’ view of promotions and job preformance evaluation. We determined that respondents are not motivated and stimulated at their work by the promotion system and that they are not satisfied with their monthly net salaries. They believe that job performance evaluation is performed impartially. Promotion is very important to civil servants as it presents a transition from a position with a certain level of difficulty to another more demanding position and with it an increase in payement for the work done.
