Title:VLOGA EVROPSKEGA SOCIALNEGA SKLADA V ČASU GOSPODARSKE KRIZE NA PRIMERU IZBRANIH DRŽAV - IRSKA IN SLOVENIJA

Abstract:Gospodarska kriza je na trgu dela pustila resne posledice, s katerimi se soočamo še danes. Visoka brezposelnost je postala eden od ključnih izzivov v skoraj vseh članicah Evropske unije. Evropski socialni sklad predstavlja za države članice pomemben vir finančnih sredstev, ki jih namenjajo za ukrepe v boju proti brezposelnosti. Z magistrskim delom smo predstavili vlogo Evropskega socialnega sklada v času gospodarske krize v izbranih državah – na Irskem in v Sloveniji. Raziskali smo aktualne trende v gospodarstvu in posledice, ki jih je negativna gospodarska rast pustila na trgu dela. Za lažje razumevanje črpanja evropskih sredstev smo predstavili delovanje kohezijske politike in Evropskega socialnega sklada. Ker nas je zanimalo, ali sta Irska in Slovenija sredstva sklada usmerili v učinkovite programe, smo preučili že izvedene raziskave tujih avtorjev, v povezavi z učinkovitostjo ukrepov aktivne politike zaposlovanja. Podrobno smo predstavili operativna programa obeh držav; preučili, v katere prednostne usmeritve sta državi usmerili sredstva; kakšne programe in projekte v okviru operativnih programov izvajata državi v programskem obdobju 2007–2013 ter koliko finančnih sredstev sta uspeli počrpati. Raziskali smo, kako so države prilagodile izvajanje operativnega programa gospodarskim razmeram in kako je črpanje sredstev želela pospešiti Evropska komisija. Z raziskavo smo preverili hipotezo, ali sta Irska in Slovenija sredstva sklada usmerili v učinkovite programe in pri tem ugotovili, da zaradi kombinacije različnih ukrepov, ki sta jih izvajali državi, tako učinkovitih in neučinkovitih, hipoteze ne moremo ovreči in ne potrditi.

Title:THE ROLE OF THE EUROPEAN SOCIAL FUND IN THE ECONOMIC CRISIS IN THE CASE OF IRELAND AND SLOVENIA
Abstract:Because of the economic crisis, the labour market has been left with serious consequences which we are still facing with today. A high unemployment rate has become one of the key challenges of almost all members of the European Union. The European Social Fund represents an important source of financial resources for the member states intended for combating unemployment. In this master's thesis, the role of the European Social Fund during the economic crisis in Ireland and Slovenia was presented. The current trends in the economy and the consequences the negative economic growth left in the labour market were explored. For a better understanding of the utilisation of European funds, the application of the cohesion politics of the European Social Fund was presented. To investigate whether Ireland and Slovenia channel the funds towards effective programmes, existing sources and research conducted in the field of measuring the effectiveness of the active employment policy were examined. The operational programme of both countries was presented in detail, i.e., which priority guidelines the countries directed the funds towards, what programmes and projects they implemented in the 2007-2013 programming period, and how much of the financial resources they had managed to draw. Regarding the implementation of the operational programme, we explored how the member states adapted to the economic change, as well as how the European Commission was facilitating the withdrawal of funds. In our research, we examined whether Ireland and Slovenia directed the funds towards effective programmes. The results showed that the hypothesis can neither be accepted nor disproved because the measures these countries were implementing were both effective and ineffective.
