Abstract:	Namen diplomske naloge je čim bolje razložiti novo paradigmo obveščevalne dejavnosti, ter zakaj je nastala potreba po njej. V nalogi so razloženi pojmi, katere je treba poznati, da lahko razumemo potrebo po novi obveščevalni paradigmi. Obveščevalna dejavnost se oblikuje že od samega začetka človeške civilizacije in se vedno bolj izpopolnjuje. Slediti pa mora sodobnim trendom in novim grožnjam. Obveščevalne strukture so se v zadnjih letih močno preoblikovale zaradi nekaj ključnih prelomnic zadnjega desetletja. V praksi se vedno manj uporablja tradicionalna obveščevalna paradigma. Bolj se teži k medsebojnemu sodelovanju na mednarodni ravni za čim bolj učinkovito zagotavljanje varnosti. Obveščevalne službe so postavljene pred nove težavne izzive, saj morajo podatke svojim naročnikom posredovati, kar se da hitro le ti pa morajo biti pravilni in imeti skoraj forenzično vrednost. Da izluščijo pomembne podatke iz presežka vseh možnih informacij je za obveščevalne službe velik izziv. Napredek informacijske tehnologije in globalizacija spreminjata družbo. Spremenil se je način življenja, standardi in socialne norme. Potreba po informacijah je vedno večja. Več pa je tudi virov informacij, predvsem javnih. V Sloveniji je potrebno obveščevalno dejavnost še nadgraditi, saj na tem področju zaostaja za drugimi državami. V okviru EU je Slovenija zavezana k sodelovanju v skupnih institucijah. Le z mednarodnim sodelovanjem obveščevalnih organizacij se bo lahko zagotavljala varnost na najvišji ravni. Varnost je predpogoj za razvoj zato jo je potrebno zagotavljati na mednarodni ravni.

Abstract:

The purpose of the thesis is best to explain the new paradigm of intelligence, and why there is a need for it. The thesis explains the definitions, which are necessary to know, that we can understand the need for a new intelligence paradigm. Intelligence is formed from the very beginning of human civilization, and is increasingly refined. It has to be followed the latest trends and new threats. Intelligence structures strongly transformed in recent years because of some key milestones of the last decade. In practice the traditional intelligence paradigm is increasingly less used. There is need for mutual cooperation at the international level for the most efficient providing for security. Intelligence agencies are faced with new difficult challenges, because they have to provide information to their clients, as quickly as possible and the information have to be correct and had to have almost forensic value. To extract relevant information from the surplus of all the possible information, is a challenge for intelligence services. The progress of information technology and globalization are changing society. It has changed the way of life, social standards and norms. The need for information is growing. Sources of information are increasing, mainly the public. In Slovenia is necessary to upgrade intelligence while in this area Slovenia is behind other countries. Within the EU, Slovenia has committed to participate in the joint institutions. Only through international cooperation, intelligence organizations will be able to provide security at a highest level. Security is a precondition for development, therefore it is necessary to assure the security on an international level.
