Title:KAKO WEB 2.0 SPREMINJA PROCESE V POLITIKI

Abstract:Magistrsko delo preučuje vpliv Web 2.0 tehnologije na procese v politiki. Sprva definiramo in ovrednotimo Web 2.0 tehnologijo, nato se posvetimo uporabi družbenih omrežij v procesih politične kampanje. Izsledki temeljijo na raziskavah ameriških preliminarnih predsedniških volitev 2008, kasneje tudi ameriških predsedniških volitev ter splošnih angleških volitev 2010. Pri uporabi Web 2.0 orodij v kampanji dokazujemo pozitivni vpliv, še posebej blogosfere, na javno mnenje in posledično na rezultat volitev. V magistrskem delu raziskujemo vpliv družbenih omrežij pri menjavi političnega sistema in oblasti na primerih Arabske pomladi. Tu se izkažejo Web 2.0 orodja kot učinkovit motor družbenih sprememb, saj omogočajo neposredno komunikacijo in razpravo med zagovorniki demokratičnih sistemov in ustvarjajo okolje, ki omogoča spremembo ter mobilizira aktiviste. Zaznati je možno organizacijo strategije protestov v Egiptu in Tuniziji preko družbenih omrežij. Lotimo se tudi preučevanja elektronske participacije v Evropski uniji. Predvsem zaradi že tako naraščajočega demokratičnega deficita morajo oblasti olajšati nekatere demokratične postopke kot je možnost predlaganja nove ali dopolnjevanja stare zakonodaje. Evropska unija že leta namenja zajetna sredstva in napor v razvoj elektronske participacije. Dodana vrednost magistrskega dela je prototip moderne Web 2.0 politične stranke, ki jo imenujemo ”Stranka 2.0”. V ta sklop spadajo priporočila slovenskim političnim strankam pri vključevanju v Web 2.0 procese ter moderniziranju komunikacije s podporniki in skeptiki. V nalogi poleg preučevanja novih zunanjih komunikacijskih možnosti ugotavljamo in predlagamo mnoge izboljšave v notranji komunikaciji običajne politične stranke, ki prinašajo večjo angažiranost, hitrejši pretok idej, neredundančnost informacij in druge prednosti.

Title:HOW WEB 2.0 IS CHANGING PROCESSES IN POLITICS
Abstract:This master’s thesis addresses the study of the impact that Web 2.0 technologies have on processes in politics. Firstly we define and evaluate Web 2.0 technology, and then we focus on the use of social networks in political campaigns. Political campaign study is based on the U.S. presidential preliminary elections and presidential campaign in 2008 as well as the 2010 U.K. general elections. Thesis also proves the positive impact that social media, especially blogosphere has on public opinion and consequently on the results of elections. In this thesis we also explore the influence of social networks in changing the political systems and governments in the Arab spring. Web 2.0 technologies prove to be effective engine of social change because they enable effective communication and debate between proponents of democratic systems and create an environment that allows the change and mobilizes activists. We also observe the organising of protests in Egypt and Tunisia through social networks. Finally we tackle the study of electronic participation in the European Union. Due to the already growing democratic deficit, governments have to facilitate certain democratic procedures such as proposing new or updating the old legislation. The European Union has invested hefty resources and energy in the development of e-participation. The added value of this thesis is a prototype of the modern Web 2.0 political party. This chapter also includes recommendations to the Slovenian political parties on how to best integrate Web 2.0 and modernize communication with supporters and sceptics. In addition to studying the new external communication options we identify and also suggest a number of improvements in the internal communication of the political party. Those improvements can be greater engagement, faster flow of ideas, non-redundant information and other advantages.
