Title:PRENOVA PROCESA POPISA OSNOVNIH SREDSTEV V JAVNEM ZAVODU

Abstract:V magistrski nalogi predstavljamo študijo primera procesa popisa osnovnih sredstev v javnem zavodu. To je proces, ki se izvaja enkrat letno z namenom preveriti stanje sredstev v obravnavanem zavodu, kot tudi v vseh organizacijah zasebnega in javnega prava. Popis osnovnih sredstev se izvaja letno in predstavlja v zavodu s skoraj 400 zaposlenimi kompleksen organizacijski problem. Osredotočili smo se na popis osnovnih sredstev. Proces smo analizirali predvsem s kadrovskega vidika. Zanimale so nas predvsem težave, s katerimi se srečujejo sodelujoči pri popisu in zakaj inventura, kot jo še drugače imenujemo, predstavlja tako »nezaželeno« opravilo pri sodelujočih. Raziskave smo se lotili po mehkosistemski metodologiji, ki je primerna predvsem za analiziranje kompleksnih organizacijskih problemov. Z metodo anketiranja ter analize dokumentov in procesa smo analizirali obstoječe stanje zadnjega popisa in opažanj preteklih let. Na podlagi analize obstoječega stanja smo izdelali predlog prenove oziroma izboljšave procesa popisa osnovnih sredstev v zavodu. Na podlagi analize težav smo podali predloge za odpravo ozkih grl v procesu. Ugotovili som, da lahko že z manjšimi ukrepi na posameznih področjih popisa zmanjšamo težave izvajalcev in s tem omogočimo njegovo hitrejše izvajanje ter večje zadovoljstvo zaposlenih.

Title:REENGINEERING PROCESS OF TANGIBLE ASSETS IN THE PUBLIC INSTITUTION
Abstract:This master's thesis presents a case study of inventory of tangible assets in a public institution. This is a process carried out on annual basis to verify the state of assets within the relevant institution, as well as all other private and public law entities. The inventory of tangible assets is completed once a year and represents a complex organisational problem in an institution with nearly 400 employees. We focused on the inventory of tangible assets. The process was analysed primarily from the aspect of human resources. We were particularly interested in issues which face the participants in the inventory and why does the inventory represent such an “unwanted” task for all the participants. The research is based on a soft-system methodology which is suitable mostly for the analysis of complex organisational problems. We used surveys, as well as document and process analysis to analyse the current situation according to the last survey and findings from the previous years. On the basis of the analysis of the current situation we prepared a proposal for the reengineering and improvement of the tangible assets inventory process within the relevant institution. Furthermore, on the basis of the analysis of issues we also prepared the proposals for remedying the bottlenecks in the process. We found that even minor measures in specific areas of inventory could lead to the reduction of issues of the process participants and thus cater for its faster implementation, as well as increased satisfaction of employees.
