Title:SISTEM VREDNOTENJA DELA PEDAGOŠKO-RAZISKOVALNIH DELAVCEV NA JAVNI UNIVERZI

Abstract:Izboljšanje organizacijske učinkovitosti ter doseganje standardov kakovosti in uspešnosti je danes osrednja aktivnost vodstev univerz. Tudi Univerza v Mariboru, v kateri smo obravnavali problem vrednotenja dela in ocenjevanja uspešnosti, je zastavila razvojno strategijo kakovosti, uspešnosti in odličnosti. Brez pedagoško-raziskovalnih delavcev, ki so ustrezno motivirani za doseganje rezultatov odličnosti, takšne strategije ni mogoče udejanjiti. Stopnja motiviranosti pedagoško-raziskovalnih delavcev je odvisna tudi od tega, ali visokošolska inštitucija prepozna uspešne posameznike in prispevek slehernega ter ga skozi sistem vrednotenja dela ter ocenjevanja uspešnosti objektivno in pravično ovrednoti. Na Univerzi v Mariboru se delo pedagoško-raziskovalnih delavcev vrednoti na podlagi normativov področne zakonodaje ter iz nje izhajajočih notranjih predpisov; plačilo za delo je določeno s plačnim sistemom javnih uslužbencev. Na podlagi teh predpisov se ovrednoti le del vseh aktivnosti, ki jih pedagoško-raziskovalni delavci opravljajo. Tudi obstoječi informacijski sistem podpira predvsem pedagoško dejavnost, ostale aktivnosti se sistematično ne spremljajo. Vodstva tako nimajo orodja za spremljanje ter objektivno ocenjevanje uspešnosti. Na podlagi analize obstoječega procesa vrednotenja dela, razgovorov z izbranimi pedagoško-raziskovalnimi delavci ter neposrednega opazovanja ugotavljamo vzroke in posledice trenutne situacije. Rešitev vidimo v sistematičnem spremljanju vseh aktivnosti pedagoško-raziskovalnih delavcev. Razvijemo model spremljanja in vrednotenja dela, v katerem identificiramo merljive kriterije uspešnosti in učinkovitosti. V model, poleg že poznanih kriterijev, vključimo tudi »mehke« kriterije, ki jih brez razvoja celovite informacijske rešitve za podporo procesu vrednotenja dela ni mogoče spremljati. Z vidika zagotavljanja celovitih informacij o delu pedagoško-raziskovalnega delavca proučimo dosegljivost podatkov o vrednostih identificiranih kriterijev. Poleg novega pristopa k vrednotenju dela vpeljemo nov poslovni proces, ki prinaša nove naloge za vse zaposlene.

Title:WORK PERFORMANCE EVALUATION SYSTEM OF ACADEMIC STAFF AT PUBLIC UNIVERSITIES
Abstract:Nowadays, improving organizational efficiency and achieving excellent external indicators of performance are the main activities of university leadership. We discussed the problem of work evaluation and performance appraisal on the University of Maribor. The same university set the development strategy of quality, performance and excellence, too. Without academic staff, that is properly motivated to achieve results of excellence, such strategy cannot be realized. The motivation of academic staff depends on whether the higher education institution is able to recognize excellent staff and also on objectiveness and fairness of work evaluation. The academic staff work evaluation at the University of Maribor is based on the relevant legislation and internal rules deriving from it. Salary system is the same as for other civil servants. Only a part of all activities performed by the academic staff is be evaluated by these rules. Even the existing information system primarily supports educational activities. Other activities are not systematically monitored. So, the university leadership has no effective tool to systematically monitor and objectively evaluate the performance. Analysis of existing work evaluation process and interviews with selected academic workers were made. We identified the causes and effects of the current situation also by using the method of direct observation. The solution can be seen in the systematic monitoring of all activities of academic staff. We developed a monitoring and work evaluation model, in which we identify measurable criteria of effectiveness and efficiency. The model also includes the number of criteria, known as a “soft” performance criteria. Without the development of an integrated information solution to support the work evaluation process, this criteria cannot be monitored. For providing comprehensive information about the academic staff activities, we examined the availability of data about identified criteria. In addition a new approach to academic staff work evaluation, a new business process has been introduced. This process brings new responsibilities for all employees.
