Abstract:	Varnostni svet OZN je eden najpomembnejših organov OZN in hkrati temeljni organ na področju varovanja mednarodnega miru in varnosti. Sestavlja ga pet stalnih članic in deset nestalnih članic. Stalne članice imajo v skladu z Ustanovno listino OZN pravico veta v Varnostnem svetu OZN, kar pomeni da lahko npr. uporabijo omenjeno pravico v zvezi s posameznimi predlaganimi resolucijami tega organa. Posledično zaradi t.i. blokade stalnih članic slednji ne more ustrezno ukrepati v primeru ogrožanja mednarodnega miru in varnosti in tako izpolnjevati svojih temeljnih nalog.Namen tega diplomskega dela je tako predstaviti pravico veta v Varnostnem svetu OZN, analizirati statistiko uporabe s strani stalnih članic, prikazati uporabo veta na različnih primerih in ne nazadnje opozoriti na probleme, ki iz slednje izhajajo. Dejstvo je, da sama pravica veta v Varnostnem svetu v osnovi ni tako sporna, problem pa se pojavi, ko se je stalne članice poslužujejo zaradi lastnih političnih, ekonomskih in ostalih vzvodov, zaradi česar velikokrat ne pride do ustreznega ukrepanja s strani Varnostnega sveta. Ne nazadnje pa lahko pretirana uporaba pravice veta zaradi lastnih interesov stalnih članic vodi tudi do drugih problemov, npr. do »nereda« v mednarodni skupnosti, saj želijo določene države intervenirati kljub blokadi v Varnostnem svetu, kar pa je v večini primerov nezakonito. Pravica veta v Varnostnem svetu tako dejansko predstavlja velik problem, ki se kaže v različnih aspektih, pa vendar je potrebno omeniti, da ima tudi slednja tako prednosti kot slabosti.

Title:	THE USE OF VETO IN UN SECURITY COUNCIL
Abstract:	The United Nations Security Council is one of the main organs of the United Nations and the principle organ responsible for maintaining international peace and security. Securiy Council consists of five permanent members and ten non-permanent members. According to the United Nations charter, permanent members have veto power which enables them to prevent the adoption of any substantive draft resolutions of the Security Council. Consequently Security Council cannot take necessary measures in the event of jeopardizing international peace and therefore it can not fullfill its basic tasks. The purpose of this diploma paper is to present and analyse the right to veto in the United Nations Security Council, to present the use of the veto in different cases and finally to draw attention to the issues which arise from this right of the permanent members. The fact is that the mere right of veto in the Security Council is basically not so contentious, but the issue derives when permanent members use this right according to their own political, economic and other interests and consequently Security Council cannot take appropriate action. Another issue that can derive from the use of veto is the »mess« in the international community, because some countries want to act and help regardless of the decision of the Security Council, which is in most cases illegal. Therefore the right of veto in the Security Council presents a major problem, which is reflected in various aspects but yet it should be noted, that it has also both good and bad sides.
