Abstract:	V diplomskem delu je predstavljena študija problematike nezakonitega ribolova v revirjih Ribiške družine Lendava s poudarkom na reki Muri. Povod za raziskavo omenjene problematike so bila lastna opažanja in pričevanja ribičev o nepravilnostih pri izvajanju ribolova na obmejnih območjih. Cilj dela je bil ugotoviti razloge za pomanjkljiv nadzor obmejnih območij reke Mure in njenih pripadajočih voda, obseg razširjenosti in pojavne oblike nezakonitega ribolova na omenjenih območjih ter pristojne službe in organizacije opozoriti na perečo problematiko na obmejnem teritoriju Republike Slovenije, kjer se kaže potreba po učinkovitem nadzoru. Za lažjo primerjavo o dejanskih ugotovljenih nepravilnostih s področja izvajanja ribolova na reki Muri sem vključil podatke Zveze športnih ribolovnih društev Medžimurja, ki opravlja nadzor nad izvajanjem ribolova na hrvaški strani reke Mure. Ugotovitve kažejo, da je obseg ugotovljenih nepravilnosti skrb vzbujajoč predvsem ob dejstvu, da na tem delu reke Mure živi največji delež ogroženih ribjih vrst v Sloveniji. Kljub temu da je to območje vključeno tudi v posebno varstveno območje Natura 2000, se naredi premalo oz. nič za učinkovit nadzor nad izvajanjem ribolova. Glavna razloga, ki ribiškim čuvajem onemogočata učinkovit nadzor, sta nedefiniran potek državne meje in razmejitvenega teritorija ter neustrezna sredstva (terensko vozilo in patruljni čoln). Glavno breme omenjene problematike nosi Ribiška družina Lendava, saj mora kot upravitelj ribolovnih voda zagotoviti tudi ustrezen nadzor nad izvajanjem ribolova. Kot rešitev izpostavljenih problemov za Ribiško družino Lendava predlagam državno pomoč, bodisi v obliki finančne pomoči ali pa v obliki zagotavljanja ustreznih sredstev za nadzor obmejnih voda. Večkratne skupne akcije ribiških čuvajev z obmejno policijo bi imele tudi preventivni pomen, saj bi s svojo navzočnostjo pozitivno vplivali na zmanjševanje obsega nezakonitega ribolova.

Abstract:

The diploma thesis presents the study of the problems of illegal fishing in the fishing grounds of the fishing club Lendava with an emphasis on the Mura river. The reason for the study of the above mentioned problems have been the observations and testimonies of fishermen on irregularities in fishing in the border areas. The aim of the study was to determine the reasons for the lack of control in the border areas of the Mura river and its associated water, extent of the prevalence and forms of illegal fishing in the mentioned areas. Furthermore, the aim was to warn the relevant departments and organizations about the studied issues in the border territory of the Republic of Slovenia, where the need for effective control is identified. To facilitate the comparison of actual irregularities discovered in the fishing area on the Mura river, the details of the Union of Sport Fishing Clubs Medjimurje, which supervises the fishing on the Croatian side of the Mura river were included. The findings have shown that the extent of the detected irregularities is especially worrying because the majority of threatened fish species in Slovenia lives in this part of the Mura river. Despite the fact that this area is included in the special protected area Natura 2000, not enough or nothing is done for effective formal control over the fishing. The main reasons that prevent the effective control by the fishing guards are undefined state borders, demarcated territory and inadequate resources (an off-road vehicle and a patrol boat). The main burden of this problem carries the Lendava fishing club, because it is the manager of fishing waters, and as such has to provide adequate supervision over the fishing. As a solution for the highlighted problems state aid for the Lendava fishing club, either in a form of financial aid or in the form of providing adequate resources for controlling border water, are suggested. Multiple joint actions of the fishing guards and the border police would also have a preventive result, because their presence would have a positive impact on reducing the scale of illegal fishing.
