Title:PRAVNI VIDIK TRGA ELEKTRIČNE ENERGIJE

Abstract:Z evropsko energetsko politiko, ki je dandanes pogosto v ospredju politik EU, se je počasi razvijal trg električne energije. V diplomskem delu bom predstavila razvoj trga električne energije, pravni vidik notranjega trga EU in postopek liberalizacije trga električne energije. Razvoj trga električne energije je še vedno v postopku in še ni dokončan. Elektrogospodarstvo lahko svoj uspeh doseže zgolj s sprejetjem ustrezne zakonodaje. Države članice pa so dolžne v svoj pravni red poleg nacionalne zakonodaje implementirati tudi evropsko zakonodajo. Pri prenosu evropske zakonodaje se posamezne države, med njimi tudi Republika Slovenija, spopadajo z različnimi težavami. Namen uvodnega dela diplomske naloge je predstaviti evropsko energetsko politiko ter izpostaviti pravni okvir elektrogospodarskega sistema in konkurenčnosti na omenjenem področju. V diplomskem delu predstavljam tudi obnovljive vire električne energije v EU in Republiki Sloveniji. Učinkovita raba obnovljivih virov energije pozitivno vpliva tudi na gospodarsko rast, saj bi tovrstna industrija lahko povečala zaposlitvene zmožnosti. Ravno tako bi se zmanjšalo onesnaževanje okolja. V nadaljevanju predstavljam slovensko energetsko politiko, kako poteka razvoj trga električne energije na slovenskem ozemlju. Analizirati želim dogajanje na trgu električne energije, prilagajanje nacionalne zakonodaje ter sprejemanje sprememb na področju energetike. V zaključnem delu povzamem skupno problematiko trga električne energije na evropski in slovenski ravni.

Title:THE LAW ASPECT OF ELECTRICIAL ENERGY
Abstract:With European energy politics, which is today often one of the main subjects in EU politics has developed electrical energy market. In my graduation work I will present the development of electrical energy market, the law aspect inside the EU market and the procedure of liberalization of electrical energy market. My graduation work covers the presentation and review of the development of electrical energy market, the development of internal EU market and the transfer of European energy legislation. In the first part I present Slovenian energy politics and its development. In brief I want to show the market history and important events or innovations in Slovenian energy sector. In continuation I will also focus on European energy politics. I will highlight important law sources, which regulate the functioning of energy politics. I will show the law analysis as well as the law aspect of functioning electrical energy market, the electrical energy market competition and the economic importance of energy industry. With the single development of electrical energy market are also related specific authorities which are important for correct functioning of the market. The description of actual situation on energy field follows based on the review of professional literature and energy legislation. In the closing part of my graduation work is my purpose to show the future of Slovenian energy politics.
