Title:DELOVNI TOK DOKUMENTACIJE ZA VELIKE INVESTICIJSKE PROJEKTE

Abstract:V diplomski nalogi obravnavamo delovni tok dokumentacije v velikih investicijskih projektih. V projektih se pojavlja veliko število udeležencev, ki so odvisni drug od drugega. V večini primerov predstavljajo prav dokumenti potrebno osnovo, da lahko drugi udeleženec v projektu opravi svoje pogodbeno delo. Ugotavljamo, da se projektna in druga dokumentacija izdeluje kot posamezni projekti, ki lahko vsebuje tudi do 100 rednikov na en izvod, v vsaki posamezni fazi projekta pa se izdeluje več izvodov tega projekta. Ti izvodi se izdelujejo v papirni obliki. Čeprav je digitalna oblika tudi zahtevana, le ta ni enakovredna papirni obliki, saj ni enovita in celovita in, kar je najpomembnejše, ni podpisana z e-podpisi. Problem rešujemo s predlogi izboljšav, ki gredo prvič v smeri uvedbe e-oblike projektne dokumentacije, ki bo omogočala, da dobi e-oblika status pravno veljavne oblike in ne bo treba gradiv izdelovati tudi v papirni obliki. Druga smer izboljšav gre v smeri uvedbe e-sistema, ki bo najprej skrbel za to, da se dokumentacija pri izdelovalcih ustrezno izdela, v nadaljevanju pa za to, da bo pri udeležencih proces sprejetja, obdelave, arhiviranja, obveščanja, sledenja, idr. elektronsko podprt. Kot tretjič vidimo rešitev v centralnem sistemu, ki bi ga postavila država in ki bi centralno obvladoval vse projekte, ki se izvajajo pod okriljem države. Upravljanje projektne dokumentacije bi temeljil na integraciji in podvojevanju repozitorijev dokumentacije. S temi izboljšavami bi postopke izdelave dokumentacije v investicijskem projektu racionalizirali tako, da bi izboljšave prinesle merljive pozitivne učinke v obliki prihranka časa in stroškov. Obenem bi investicijski projekt postal bolj pregleden in transparenten, ustreznim instancam pa omogočal pravočasno ukrepanje, kadar začne izvajanje projekta odstopati od načrta.

Title:DOCUMENTATION WORK FLOW IN LARGE INVESTMENT PROJECTS
Abstract:The paper deals with the work flow of documentation in big investment projects. A great number of participants take part in these projects and they depend on each other. In most cases these are documents which represent a necessary base on which another participant can carry out his contract work/obligations. We notice that the project documentation as well as other documents is made out as a single project which may include up to 100 files per copy, even more each particular phase of the project is made in more copies. They are all made on paper/ in paper form. Although digital form is also required, it is not considered equivalent to the paper form as it is not uniform and comprehensive and what is more important it is even without e-signatures. We offer some suggestions to solve this problem. First the digital form of project documentation should be introduced in such a way that its legal value/status is gained what will result in no need to produce paper documents. The second way of improvements is in introducing such a digital system which will first focus on the appropriate execution of documents by its producers and later in the care that the processes of receiving, processing, storing, reporting, tracking, etc. will be digitally supported by all participants. The third solution may be seen in a central system founded by the state where all the projects executed under the government supervision will be centrally managed. Project documentation management will be based on integrations and replication of documentation repositories. By using these improvements the procedures of executing investment project documentation will be rationalized in measurable positive effects in the form of saving time and expenses. In the same time the investment project would become much clearer and more transparent and would give appropriate authorities the possibility of taking prompt actions when the execution of the project starts to deviate from the plan.
