Title:Slovenska policija - zaščitniki ljudstva ali posameznikov? : diplomsko delo visokošolskega strokovnega študija Varnost in policijsko delo

Abstract:Nedavne razmere so pokazale, kakšno uničevalno moč lahko imajo množice in kaj vse lahko storijo. Pojavljala so se namigovanja o prekoračitvi pooblastil policije in o tem, da policija izgublja zaupanje. Glede na obstoječe zakone je policija ravnala zakonito v največji možni meri, saj je svoja pooblastila stopnjevala od najmilejšega do najstrožjega (brez uporabe strelnega orožja). V ustavi Republike Slovenije je v 42. členu jasno opredeljena pravica do svobodnega in mirnega zbiranja. Rezultati izvedene raziskave kažejo, da ljudje niso zgubili zaupanja v policiste in so jih dojemali kot varuhe zakona oziroma kot zaščito za vse ki so bili prisotni, brez ščitenja posameznih skupin, t. i. zainteresiranih skupin. Ljudje menijo, da ima politika prevelik vpliv na organe pregona, kar izkaže tudi raziskava, vendar sistem to dokaj uspešno regulira in preprečuje. Rekli bi lahko, da imajo tudi mediji vpliv na razmišljanje in odzive prebivalstva. Poznamo več vrst množic, ki se medsebojno razlikujejo. Najbolj nevarna množica za ljudi je agresivna množica in takšno je treba nemudoma odstraniti. Do negativnega etiketiranja policije je prišlo tudi zaradi premalo objektivnega poročanja medijev, kar so vprašani v raziskavi tudi potrdili. Na dane razmere vpliva ekonomsko-socialni standard, kar je pripeljalo čez psihološko mejo, posledica pa so bili množični izgredi.

Abstract:Recent occurences have proved how destructive crowds can be and what they are capable of. There have been some allegations regarding the police having crossed its jurisdictional authorities in performing their duties and some insinuations that people have been losing trust in the Police force. However, in compliance with the existing laws/legislation, the police have acted in accordance with the laws and police powers, whereby the measures have been implemented progressively without having used firearms. The Constitution of the Republic of Slovenia in Article 42 stipulates the right to peaceful assembly and public meeting. According to the survey conducted, citizens have not lost trust in the police force. Furthermore, the police have been comprehended as the guardians of law, i.e. as the protectors of s.c. interest groups. People believe that politics has oversized influence on the police, which is confirmed by the research; nevertheless, the system has been fairly successful in dealing with it and in preventing it. We could claim that media influences peoples' opinions and responses. There are a few types of crowds, which are to be distinguished. The most violent type is an aggressive type of crowd, which requires immediate intervention. Among the factors that contribute to negative labeling slapped on the police are media reports being insufficiently objective, which is validated by the research. Current circumstances are influenced by the socio-economic standard, resulting in crossing the psychological boundaries and massive rioting.
