Title:ALI JE EVROOBMOČJE OPTIMALNO VALUTNO OBMOČJE?

Abstract:Robert Mundell je leta 1961 predstavil teorijo optimalnega valutnega območja. V teoretičnem delu smo predstavili teorijo optimalnega valutnega območja skozi zgodovino. Optimalno valutno območje je skupek držav s skupno valuto, ki se prosto giblje na svetovnem trgu. Med seboj pa so valute fiksno definirane. Optimalnost pa je definirana z določenimi lastnostmi, kot so mobilnost delovne sile in ostalih faktorjev proizvodnje, cenovna in plačna fleksibilnost, ekonomska odprtost, diverzifikacija proizvodnje in porabe, podobnost inflacijskih stopenj ter fiskalna in politična integracija. Z vsemi temi lastnostmi lahko prilagodimo notranja in zunanja neravnovesja, zmanjšamo vpliv na šoke in prilagoditve po njih. Države članice pa pričakujejo, da bodo sedanje in prihodnje ugodnosti presegle stroške takšnega presojanja. Teorijo optimalnega valutnega območja sta nadgradila McKinnon in Kenen, in sicer na področjih odprtosti gospodarstev in diverzifikacije. V empiričnem delu smo, kot primer v magistrskem delu, obravnavali Evropsko unijo in Evropsko in monetarno unijo. Na podlagi lastnosti teorije optimalnega valutnega območja smo ju analizirali in prišli do zaključkov. Ideje Evropske in monetarne unije segajo v šestdeseta leta prejšnjega stoletja, vendar se je začela ustanavljati šele v devetdesetih letih prejšnjega stoletja. V času nastanka tega dela šteje 17 držav članic Evropske unije, ki vključuje 333 milijonov ljudi in njen bruto domači proizvod znaša 9,5 trilijona evrov za leto 2012. Evroobmočje je eno najmočnejših unij na svetu in njena mednarodna trgovina je ena izmed najbolj razvitih, saj kot celota presega več kot 20 odstotkov uvoza in izvoza v bruto domačem proizvodu. Evroobmočje ima veliko prednosti za države članice, vendar nas zanima ali so te države članice kvalificirane za članstvo v monetarni uniji ali ne. To se predvideva na podlagi lastnosti teorije optimalnega valutnega območja.

Title:IS EURO AREA OPTIMUM CURRENCY AREA?
Abstract:Robert Mundell introduced the theory of optimal currency area in 1961. In the theoretical part we will introduce the theory of optimal currency area also called OCR theory throughout history. An optimum currency area is a group a countries with a shared currency that is freely floating and is fixed among the area group. The optimum is defined with characteristics such as mobility of labour market and other production factors, cost and wage flexibility, economic openness, diversification of production and consumption, similarity of inflations, and political and fiscal integration. With all this characteristics we can adjust internal and external imbalances, reduce shock impacts and adjust to them. A group of countries forming such an area is expecting that present and future benefits will be higher than the costs of forming such an area. McKinnon and Kenen upgraded the OCR theory in areas of economic openness and diversification. In the empirical part we will analyse the case of the European union and the European currency union. With the help of the theory we analysed all the properties and come to our own conclusions. The European and monetary union was introduced in the 1990s and the idea of such a union started in the 1960s. In 2013 it included 17 country members with a population of 333 million and a gross domestic product of 9,5 trillion euros in 2012. Euro area is one of the strongest unions in the world and its international trade is one of the most developed. Imports and exports combined counts for more than 20 per cent of Euro area’s gross domestic product. Euro area offers plenty of benefits for the member countries, but we are more interested, if these countries are qualified to be a part of such a union. We will analyse this with the characteristics of optimum currency area.
