Abstract:	V Republiki Sloveniji je bilo do danes pet predsedniških volitev, in sicer v letih 1992, 1997, 2002, 2007 in 2012. V letih 1992 in 1997 je na volitvah prepričljivo zmagal Milan Kučan, leta 2002 Janez Drnovšek, leta 2007 pa Danilo Türk. V magistrski nalogi so podrobneje predstavljene zadnje, torej pete predsedniške volitve, na katerih je v drugem krogu slavil Borut Pahor. Na začetku magistrske naloge opisujemo volilni sistem in volilna načela, ki morajo biti natančno pravno urejena, ker so volitve izredno pomembno in občutljivo politično dejanje. Z natančno pravno ureditvijo je potrebno čim bolj zmanjšati možnost nesporazumov in sporov med političnimi subjekti, ki so udeleženi na volitvah. S ciljem zagotoviti širše razumevanje sistemov državne oblasti in funkcij predsednikov po svetu na kratko predstavljamo predsedniški ustavni sistem in volitve ter pristojnosti predsednika Združenih držav Amerike, polpredsedniški ustavni sistem in volitve ter pristojnosti predsednika Francoske republike, parlamentarni ustavni sistem in volitve ter pristojnosti predsednika Zvezne republike Nemčije in Republike Italije. Pristojnosti in funkcije predsednikov se namreč razlikujejo od države do države. Natančneje smo predstavili položaj predsednika Republike Slovenije, njegove pristojnosti, odgovornosti, mandat in volilni sistem pri volitvah predsednika Republike Slovenije. V grobem so predstavljene vse predsedniške volitve v zgodovini samostojne Slovenije, posebna pozornost pa je namenjena predsedniškim volitvam leta 2012. Pri analizi predsedniških volitev leta 2012 smo se med drugim dotaknili tudi medijev, interneta in družbenih omrežij, ki so v predvolilni kampanji prišli precej do izraza, saj predstavljajo najhitrejšo reakcijo na politično dogajanje. Predstavili smo uradne kandidate na predsedniških volitvah leta 2012 — Boruta Pahorja, Danila Türka in Milana Zvera — ter rezultate predvolilnih raziskav javnega mnenja. Podrobneje smo analizirali izide tako prvega kot drugega kroga predsedniških volitev in opravili primerjave med udeležbami na vseh slovenskih predsedniških volitvah, ki so pokazale, da so imele predsedniške volitve leta 2012 najnižjo udeležbo.

Abstract:

In the Republic of Slovenia has been up to now five presidential elections ¬– in years 1992, 1997, 2002, 2007 in 2012. In 1992 and 1997 in elections convincingly won Milan Kučan in 2002 Janez Drnovšek in year 2007 Danilo Türk. In the master's thesis are presented the latest, fifth presidential election, in which in the second round celebrated Borut Pahor. At the beginning of thesis we describe the electoral system and electoral principles, which must be carefully regulated, because the elections are extremely important and delicate political action, and it should be minimized the possibility of misunderstandings and disputes between the political subjects that are involved in the elections with a precise legal arrangements. With the objective to provide a broad understanding of systems and functions of state authority in the world, we are briefly introducing the presidential constitutional system and elections and the powers of the President of the United States of America, semipresidential constitutional system and elections and the powers of the President of the French Republic, parliamentary constitutional system and elections and the powers of the President of the Federal Republic of Germany and Italy. The powers and functions of the Presidents are different from country to country. More specifically we present the position of the President of the Republic of Slovenia, its jurisdiction, responsibility, mandate and the electoral system in the election of the President of the Republic of Slovenia. We also present all the presidential elections in the history of independent Slovenia, special attention is dedicated to the presidential elections in 2012. While analyzing the presidential election 2012, we talked about the media, internet and social networks, which came to light during the campaign, as they represent the quickest reaction to political developments. We present the official candidates in the presidential election of 2012 – Borut Pahor, Danilo Türk and Milan Zver and results of the pre-election public opinion. We analyzed the results of both the first and the second round of the presidential election and did a comparison between the participations in all Slovenian presidential election, which has shown that the presidential elections in 2012 were elections with the lowest participation ever.
