Title:VLOGA EVROPSKE CENTRALNE BANKE V BODOČI BANČNI UNIJI

Abstract:S stečajem ameriške investicijske banke Lehman Brothers 15. septembra 2008 se je finančna kriza, ki se je začela v Združenih državah Amerike, razširila tudi v Evropo. Kriza v Evropi je doživela večje razsežnosti, kot je bilo sprava pričakovano. To je bila predvsem posledica močne povezanosti evropskega gospodarstva z bankami ter razdrobljenosti finančnega trga, ki deluje v okviru enotnega trga EU. V odgovor napakam v zasnovi EU, ki so postale vidne po izbruhu finančne krize, se je rodila ideja o vzpostavitvi bančne unije. V diplomski nalogi sem se osredotočila na vlogo Evropske centralne banke v okviru bančne unije. Njene naloge se nanašajo predvsem na nadzor. Evropska centralna banka bo tako v okviru prvega stebra bančne unije izvajala bonitetni nadzor nad kreditnimi institucijami v državah članicah enotnega mehanizma nadzora. Vanj bodo vključene vse države članice evroobmočja ter pridružene države, ki bodo v mehanizmu sodelovale na temelju sklenjenega dogovora o tesnem sodelovanju. V diplomski nalogi sem raziskala, kako je bil oz. je urejen nadzor pred vzpostavitvijo enotnega mehanizma nadzora pod okriljem Evropske centralne banke; kateri ukrepi so bili na temo bančne unije že izvedeni ter kateri pomembnejši koraki že opravljeni; katere so glavne pristojnosti Evropske centralne banke; katere pristojnosti bodo ostale na nacionalnem nivoju; katere države bodo vključene v sistem enotnega nadzora; ter druga vprašanja, ki se nanašajo na izvajanje nadzora, ki ga bo prevzela Evropska centralna banka v okviru prvega stebra bančne unije.

Title:THE ROLE OF EUROPEAN CENTRAL BANK IN THE FUTURE BANKING UNION
Abstract:With the bankruptcy of the U.S. investment bank Lehman Brothers on 15 September 2008, the financial crisis that began in the United States spread to Europe. However the crisis in Europe has been experienced on a larger scale than it had been anticipated. This was mainly due to a strong correlation between the European economy with the banks and financial market, operateing within the framework of the EU market. As a response to the errors in the architecture of the EU that became visible after the outbreak of the financial crisis, the idea of establishing a banking union has emerged. In this thesis I focused on the role of the European Central Bank within the banking union. Its duties relate primarily to supervision. The European Central Bank will therefore be implementing of the prudential supervision of credit institutions as a common single supervisory mechanism within its Member States. It will involve the Eurozone member states and associated countries, that will participate in the mechanism on the basis of an agreement on close cooperation. In the thesis I explore the following: how this supervision is organised prior to the establishment of the single supervisory mechanism under the auspices of the European Central Bank; what measures have already been implemented and what important steps have been completed; what the main responsibilities of the European Central Bank are; which competances will remain at the national level; which countries will be included in the single supervisory mechanism; and other issues relating to the implementation of the supervision taken over by the European Central Bank as the first pillar of the banking union.
