Title:Umestitev sortirnice za mehansko obdelavo komunalnih odpadkov v občini Krško

Abstract:Dandanes je prioriteta komunalnih podjetij zmanjšati količine odpadkov že na izvoru nastanka. Za odpadke, ki se jih ne da ločiti na izvoru, komunalna podjetja uporabljajo različne tehnike in tehnologije ravnanja. Namen le teh je, da se čim več odpadkov predela, reciklira in ponovno uporabi, kot pa se jih odloži. Tako ravnanje je možno le, če ima komunalno podjetje ustrezno tehnologijo za obdelavo odpadkov. Med bolj znane uvrščamo tudi sortirnice. V magistrski nalogi bomo obravnavali enega izmed načinov obdelave komunalnih odpadkov in sicer na način mehanske obdelave. Za postopke opravljanja takšne obdelave je potrebna izgradnja sortirnice, katere postavitev predstavlja večjo finančno investicijo. S strani države sta bili na Dolenjskem predlagani dve lokaciji umestitve. Prva na odlagališču Spodnji Stari Grad v Krškem in druga v Leskovcu pri Novem mestu. S strani predlogov komunalnih podjetij na Dolenjskem, je ministrstvo za okolje in prostor, kot ustreznejšo izbralo prvo. Da pa bi dokazali smotrnost umestitve sortirnice za mehansko obdelavo odpadkov v Krškem, smo v praktičnem delu opravili analizo stroškov obdelave odpadkov na obeh lokacijah, ju primerjali in kot rezultat raziskave ovrednotili ustreznejšo. Rešitev smo podali skozi upravičenost investicije glede na gospodarski, pravni, okoljski in socialni vidik. Podali pa smo tudi zaključek in predloge za prihodnost.

Title:Location of a sorting machine for the mechanical waste treatment in Krško municipality
Abstract:Today the priority of waste treatment companies is to reduce the amount of wastes at the very source. For wastes that can be separated at the source, waste management companies use different techniques and technologies. The purpose is to process, recycle and reuse more wastes than there are landfilled. Such treatment is only possible if the waste management company has the appropriate technology for treating wastes. The widely known sorting machines are the ones with mechanical and biological waste treatment technology. In this scientific article we will be dealing with one of the possibilities how to treat wastes – the mechanical waste treatment. To be able to perform such treatments, a sorting complex has to be build. There were two state proposals for the location in Dolenjska region; the first one was at the existing landfill site Spodnji Stari Grad in Krško and the second one in Leskovec pri Novem mestu. Based on the proposals of the waste management companies in Dolenjska region, the first option has been chosen by the Ministry of the Environment and Spatial Planning. In order to justify the location of the sorting complex in Krško we analyzed costs related to waste treatment for both locations, compared the results and explained the final evaluation of the best option in the part dealing with results. The proposal is based through the criteria of feasibility study, social, legal and environmental aspects. Furthermore, we added the conclusion with suggestions for the future.
