Abstract:Namen tega diplomskega dela je raziskati dejanski globalni pomen usposabljanja Slovenske vojske za nadzor množic in nemirov v okviru mednarodnega delovanja Nata. Razmere v svetu terjajo od vojsk, da so pripravljene tudi za morebitno posredovanje za vzpostavitev delovanja na področju nadzora množic in nemirov. V primarnem cilju to opravljajo po svetu civilne policije, v skrajnih primerih tudi vojska na mednarodnem žarišču. Predstaviti pomen in izvedbo usposabljanja in predstaviti Slovensko vojsko v dobri luči ob njenem prizadevanju na področju vzpostavljanja mednarodnega miru. Skozi diplomsko delo bo predstavljeno, kako pomembno je, da v mednarodno okolje pošiljamo izurjene, profesionalne in strokovne vojake, da bi ob morebitnem potrebnem delovanju na področju nadzora množic in nemirov delovali učinkovito. Diplomsko delo temelji na podlagi lastnih, dolgoletnih izkušenj, med letoma 1996 in 2007 sem deloval v Posebni policijski enoti MNZ, od leta 2008 pa v enoti Vojaške policije MORS, kasneje tudi kot aktivni inštruktor praktičnega postopka in postopkov nadzora množic in nemirov. Podlaga so bili tudi pisni viri, zakonski akti ter razvijanje lastnega mnenja o usposabljanju slovenske vojske za nadzor množic in nemirov.

Abstract:The purpose of this diploma thesis has been to research the actual global significance of the training of the Slovenian Armed Forces in crowd and unrest control within international NATO operations. Due to the situation in the world, armed forces are expected to be ready for the possible interventions to exert crowd and unrest control, too. Globally, such duties are primarily discharged by the civil police forces, while armed forces are also engaged in the international flashpoints in cases of emergency. It has been the purpose of the thesis to present the importance and the implementation of the training as well as to present the Slovenian Armed Forces in the positive light with reference to their efforts in the international peace enforcement. The thesis emphasizes the importance of sending well trained, professional and expert troops to international missions in order to ensure effective crowd and unrest control operations when necessary. The thesis has been based on many years of experience gained in the Special Police Unit of the Ministry of the Interior between 1996 and 2007, in the Military Police Unit of the Ministry of Defence since 2008, and through the engagement as an active instructor of practical as well as crowd and unrest control procedures. It has been additionally supported by written sources, legal acts, and my own experience and views on the training of the Slovenian Armed Forces in crowd and unrest control.
