Title:Vpliv globalizacije na pojavne oblike terorizma : diplomsko delo visokošolskega strokovnega študija Varnost in policijsko delo

Abstract:Osnovna predpostavka, ki jo poskušamo z diplomskim delom dokazati, je naslednja: globalizacija vpliva na terorizem na dva načina. Po eni strani globalizacija z odprtim pretokom ljudi, blaga, znanja in informacij ter z razvojem moderne tehnologije prinaša terorističnim organizacijam različna sredstva za doseganje svojih ciljev. Zato lahko sodobno globalizacijo razumemo kot sredstvo, ki teroristom služi. Po drugi strani pa je globalizacija tudi vzrok mnogim terorističnim dejavnostim in motiv za mnoge teroristične akterje. Globalizacija je namreč vzpodbudila nastanek zamer in sovraštva do zahodnih družb, predvsem do ZDA, pa tudi do Evrope. Najpogostejše oblike terorističnega nasilja se z globalizacijo ne spreminjajo v večji meri, saj ostajajo bistveni načini delovanja umori, ugrabitve, bombni napadi in samomorilski napadi. Pojavljajo se tudi nekatere oblike napadov s kemičnim orožjem, vendar je to prej izjema kot pravilo. Vendar se kot posebna grožnja v bližnji prihodnosti kaže možnost informacijskega ali kibernetskega terorizma. Kibernetski terorizem se zdi kot verjetna grožnja predvsem zaradi načina življenja in delovanja zahodnih družb, ki so povsem odvisne od informacijskih sistemov in tehnologije. Napad na kritično informacijsko infrastrukturo bi lahko imel posledice izjemnih razsežnosti, zato je potrebno možnosti te oblike terorizma preučevati in razumeti.

Abstract:The basic assumption of this diploma thesis is that there are two ways that globalization affects forms of terrorism. On one hand, globalization provides an open flow of people, goods, information, knowledge and modern technology. So globalization provides various means of achieving their goals. On the other hand globalization could also be understood as the cause or reason for many terrorist attacs. Globalization has encouraged the formation of resentment and hatred towards Western societies, especially the United States, as well as Europe. With globalization, the most common forms of terrorism have not changed. Murders, kidnapping, bombing and suicide attakcs remain the most common forms of terrorist violence. Some terrorist organizations use chemical weapons, but this is the exception rather than the rule. However, there is a special form of terrorism which seems to be a threat in the near future. This is the so-called cyber terrorism. It seems as an important threat because of the way of life and functioning of western societies which are completely dependent on information systems and technology. The attack on information systems could have serious consequences. Therefore it is necessary to understand the possibility of this form of terrorism.
