Title:Usposabljanje in izpopolnjevanje pripadnikov slovenske Specialne enote ter primerjava z avtrijsko Specialno enoto EKO Cobra : diplomsko delo univerzitetnega študija

Abstract:Tako po svetu kot tudi pri nas je vedno več kriminala in terorizma, zato so pri zagotavljanju varnosti v državah zelo pomemben člen specialne enote. Te morajo biti vedno bolje opremljene, predvsem pa ustrezno usposobljene za boj proti terorizmu. V prvem delu diplomske naloge smo proučevali slovensko Specialno enoto (SE), njen nastanek in razvojno obdobje, njene naloge, organiziranost in sistemsko umeščenost ter posebna znanja in veščine – specialnosti, in avstrijsko Specialno enoto EKO Cobra, pri kateri smo prav tako proučili vse njene splošne značilnosti in njen nastanek. Opredelili smo tudi druge temeljne pojme diplomske naloge, ki so Ministrstvo za notranje zadeve (MNZ), Policija in Generalna policijska uprava (GPU). V drugem delu diplomske naloge smo proučevali usposabljanje in izpopolnjevanje za obe enoti. Podrobneje smo spoznali pogoje in selekcijski postopek ter celoten proces usposabljanja, ki se pri SE deli na uvodno, osnovno in specialistično usposabljanje. Ko smo primerjali obe specialni enoti, smo ugotovili, da sta si v nekaterih značilnostih zelo podobni. Skupna značilnost je, da se obe enoti ukvarjata s protiterorističnim delovanjem. Zelo podobni so pogoji za vstop v enoto, primerljivi pa so tudi selekcijski postopek, proces usposabljanja in proces izpopolnjevanja. Zelo podobna je tudi sistemska umeščenost, vendar pa je opazna razlika v teritorialni organiziranosti in velikosti enote.

Abstract:In our country and all around the world there is an increase in criminal activity and terrorism, therefore Special Forces are a very important component in ensuring security in the country. In the fight against terrorism they have to be better equipped but especially adequately trained to combat it. In the first part of the thesis we studied the Slovenian Special Forces (SE), its formation and development, functions, organization and its place in the system, specific knowledge and special skills needed and the Austrian EKO Cobra special unit, in which we examined all of its general characteristics and the establishment of the unit. We have also identified other key notions of the thesis which are the Ministry of the Interior (MNZ), the Police and the General Police Directorate (GPU). In the second part of the thesis we have examined basic and advanced training for both units. We have learned in detail about conditions, selection and training process of special units which is divided into introductory, basic and expert training in the Slovenian Special Forces. While comparing the two special units we have found there are similarities between them. One of common features is dealing with counter-terrorism. Conditions of admission and basic and advanced trainings are also comparable. They have similar place in the system but there is noticeable difference in territorial organization and the size of the unit.
