Title:Sodobno pomorsko piratstvo : diplomsko delo visokošolskega strokovnega študija Varnost in policijsko delo

Abstract:Namen diplomskega dela je bil predstaviti sodobno pomorsko piratstvo ter ugotoviti, kako piratstvo vpliva na mednarodno pomorsko trgovino in kako je pomorsko piratstvo povezano z dejavniki na kopnem. S pomočjo literature in obstoječih statističnih podatkov sem želela prikazati stanje in boj proti pomorskemu piratstvu. Med proučevanjem literature sem ugotovila, da se lokacije piratskih napadov spreminjajo glede na patruljiranje mornariških sil in s tem opazimo povečanje ali upad piratskih napadov na določenih območjih. Med njimi izstopajo predvsem trgovske poti, kot so Adenski zaliv, Sueški prekop, Malaška in Singapurska ožina. Največ piratskih napadov se izvršuje v okolici Somalije, Nigerije, Malezije in Indonezije, v Južnem kitajskem morju, ob obalah Vietnama in Brazilije. Pomorski pirati zavirajo proces globalizacije. S povečevanjem trgovskega prometa po morju se poveča tudi število potencialnih tarč za pirate. Pirati s svojimi napadi povzročajo višje zavarovalne premije, dvig cen na svetovnem gospodarstvu, zahtevajo visoke odkupnine za zajete talce in povzročajo ekološke katastrofe. Za razvoj pomorskega piratstva lahko krivimo tudi razmere na kopnem. Po številnih terorističnih napadih se je velika večina pozornosti usmerjala k zajezitvi teroristov in na piratstvo se je pozabilo. Dodatne razloge za povečanje piratstva vidimo v nestabilnih državah, kjer je prišlo do razpada gospodarstva in ne morejo skrbeti za osnovne dobrine, kot sta varnost in zdravstvo. V taki državi se po navadi razširijo revščina, kriminal in politični ekstremizem. Ugotovila sem, da uspehe zajezitve piratstva prinaša politično uravnavanje nestabilnih držav in sodelovanje med mednarodnimi organizacijami. Problem pa ostaja na področju medsebojnega komuniciranja in na prepočasni izmenjavi podatkov ter usklajevanju zakonskih določil.

Abstract:The purpose of the thesis was to provide insight into modern maritime piracy, ascertain its influence on international maritime trade and determine how it is connected to land-related factors. Using literature and existing statistical data we attempted to illustrate the current situation and the fight against maritime piracy. In studying the literature we established that the locations of pirate attacks change according to naval force patrolling. Their numbers in certain areas appear to be increasing or decreasing. Trade routes are particularly problematic in this respect, especially the Gulf of Aden, the Suez Canal, the Strait of Malacca and the Singapore Strait. The most pirate attacks take place around Somalia, Nigeria, Malaysia and Indonesia, in the South China Sea and along the coasts of Vietnam and Brazil. Maritime pirates are hindering the globalisation process. The increase in maritime transport means more potential targets of pirate attacks. Such attacks increase both insurance premiums and prices in the global economy while pirates demand high ransoms for hostages and cause environmental disasters. But maritime piracy may derive from the situation on land. Numerous terrorist attacks have shifted the focus on the fight against terrorism, thus neglecting the issue of piracy. The resurgence of maritime piracy could also be attributed to the instability of certain countries with crumbling economies that fail to provide their citizens with basic necessities, such as security and health care. Such countries are usually struggling with poverty, crime and extremism. The findings indicate that successful counter-piracy measures help balance politically unstable countries and promote cooperation between international organisations. Nevertheless, certain issues remain unresolved, particularly regarding communication, slow information sharing and the harmonisation of legal provisions.
