Abstract:	V diplomski nalogi smo predstavili osnovna spoznanja o pomembnosti psihofizične pripravljenosti varnostnega osebja, za učinkovito izvajanje njihovih del in nalog varovanja edinega slovenskega pristanišča. Pri izvajanju ukrepov, ki imajo zakonsko podlago v Zakonu o zasebnem varovanju (ZZasV-1), je varnostno osebje, vsakodnevno, izpostavljeno posegom v ustavne pravice posameznika. Primerno usposabljanje varnostnega osebja s področja uporabe fizične sile in drugih sredstev, kot so plinski razpršilec in strelno orožje, zmanjšuje možnosti nestrokovnega in nezakonitega ravnanja prav tako pa tudi nesorazmernosti pri izvajanju ukrepov. V prvem, teoretičnem, delu diplomske naloge smo opisali nekaj osnovnih pojmov vezanih na zagotavljanje varnosti v koprskem pristanišču, kot so organiziranost službe varovanja in ostalih subjektov varovanja ter oblike ogrožanja varnosti pristanišča. Predstavili smo dejavnike psihofizičnih sposobnosti varnostnega osebja skozi perspektivo zakonitosti in sorazmernosti uporabe ukrepov za zagotavljanje varnosti. Na podlagi rezultatov ankete zaposlenih v službi varovanja in strukturiranega intervjuja z varnostnim menedžerjem oziroma odgovorno osebo pri imetniku licence, Luke Koper d.d., smo potrdili pomembnost internega preverjanja psihofizičnih sposobnosti za strokovno delovanje varnostnega osebja. Predstavili smo objektivni in subjektivni vidik pomena internega usposabljanja in internega preverjanja psihofizičnih sposobnosti varnostnega osebja Luke Koper. Ugotovili smo, da program usposabljanja sicer ustreza minimalnim zakonskim zahtevam vendar, pa bi bilo potrebno, glede na varnostno specifiko pristanišča, večjo pozornost posvetiti psihofizičnem usposabljanju varnostnega osebja. Izpostavili smo problem razumevanja pomembnosti, ne samo strokovno, ampak tudi psihofizično usposobljenega varnostnega osebja za zagotavljanje varnosti v pristanišču.

Title:	Pomen psihofizičnih sposobnosti varnostnega osebja
Abstract:	In the thesis the basic findings about the relevance of the physical and mental preparation of the security staff, for an efficient implementation of the security tasks of the sole Slovenian port, are presented. In the implementation of measures, having the statutory basis in the Private Security Act (ZZasV-1), the security staff is daily exposed to the intrusions in the constitutional rights of the individuals. An adequate training of the security staff related to the use of physical force and other means, such as gas spray and firearms, reduces the possibilities of an unprofessional and illegal conduct as well as the disproportionality in the implementation of measures. In the first theoretical part of this thesis, few basic concepts related to the provision of the security in the Port of Koper, such as the organization of the Security department and other subjects of security and forms of threat of the port's security, are described. In the work are presented the physical and mental abilities of the security staff through the perspective of the legality and the proportionality of the use of measures ensuring the security. On the basis of the results of the employee's questionnaire in the Security Department and the structured interview with the security manager responsible the person in charge of license holder, of Luka Koper d.d., the relevance of the internal verification of physical and mental ability for a professional conduct of the security staff, was confirmed. The objective and subjective aspect of the relevance of the internal training and internal verification of physical and mental abilities of the security staff of Luka Koper are given. It was noted that the training programme fulfils the minimum statutory requirements in relation to the security specificity of the port; notwithstanding, a mayor attention should be dedicated to the physical and mental training of the security staff. In the thesis was highlighted the significance of the relevance, not only of the professional, but also of physically and mentally skilled security staff providing the security and safety in the port.
