Abstract:	Legitimnost je sporen pojem. V splošnem pomeni nekaj, kar je splošno prav, moralno in etično, ni pa nujno uzakonjeno. Kršitev legitimnosti se tudi ne more kaznovati, saj nima pravne podlage. Medtem ko je legalnost določena z zakonskimi ureditvami posamezne države in se njena kršitev kaznuje, se legitimnost dostikrat dojema le kot nek cilj oziroma ideal določenega sistema in ne kot nekaj, kar bi bilo nujno potrebno upoštevati in v primeru kršitev kaznovati. Slovar slovenskega knjižnega jezika (1997) pojem legitimnost opredeljuje kot nekaj, kar je osnovano na pravu in zakonu ter je v skladu z veljavnimi pravicami in normami, ki veljajo v družbi. Policija je najpomembnejši mehanizem, s katerim država vzdržuje in zagotavlja družbeno varnost. Policisti morajo svoje delo odgovorno opravljati in si z visoko stopnjo upoštevanja morale, etike in s spoštovanjem človekovih pravic zagotavljati zaupanje družbe. S tem si utrjujejo legitimnost, brez katere policija ne more ustrezno delovati. Zaradi narave svojega dela se policisti pogosto znajdejo v položajih, kjer je ogrožena varnost ljudi, premoženja ali pa sta kršena javni red in mir, tam morajo posredovati hitro in premišljeno. Naloga policije je, da s svojim delovanjem v ljudeh zbuja občutek varnosti. S svojim zakonitim in uspešnim delovanjem si pridobiva zaupanje državljanov in si na ta način krepi svojo legitimnost. Policija je podaljšana roka političnega sistema, torej institucija države. Zadeva je dvosmerna – na eni strani policija lahko krepi legitimnost države, na drugi pa izvaja prioritete politike na področju družbenega nadzorstva, kar pa lahko legitimnost tudi zmanjšuje. Iz leta v leto se povečuje tudi število kaznivih dejanj, s čimer se viša odstotek njihove neraziskanosti. To v družbi vzbuja zaskrbljenost in povečuje strah pred kriminaliteto, hkrati pa zmanjšuje zaupanje v policijo in njeno delovanje. Policija je pod velikim pritiskom javnosti, ki ima do nje velika pričakovanja. Težava je tudi v tem, da ima družba ''prirojen'' odpor do policije in njenega dela in že po naravi zavrača vsakršno avtoriteto, saj ne mara nadzorovanja ter vmešavanja oblasti v vsakdanje življenje.

Abstract:

Legitimacy is a controversial concept. Basically, it means something that is generally right, morally and ethically, but not necessarily enacted. Violation of legitimacy cannot be penalized because it has no legal basis. While legality is determined by the legal system of each country and its violation is punishable, the legitimacy is often perceived only as a goal of a given system, and not something that should necessarily be taken into account, and in case of violations it should be punished. Dictionary of the Slovene literary language (1997) defines the concept of legitimacy, as something that is based on the law and in accordance with the rights and norms applicable to the society. Police is the main mechanism by which the state maintains and provides social security. Police officers must perform their work responsibly and by making a high level of compliance with morals, ethics and above all respect for human rights to ensure the trust of society. By doing so, they strengthen the degree of legitimacy, without which the police cannot work properly. Due to the nature of their work, police officers often find themselves in situations where the safety of people or property is endangered, or there is a breach of public order and peace. In such situations they must intervene quickly yet carefully. The task of the policing is also arousing a sense of security in people. With its legitimate and effective functioning, the police gains the confidence of citizens and by doing so they strengthen its legitimacy. The police is the extended arm of the political system, i.e. the institution of the country. Here the case is a two-way; on one hand, police can strengthen the legitimacy of the state, and on the other implements priority policy in the field of social control, which can reduce the legitimacy or enhance it. From year to year the amount of crime increases, thereby increasing the percentage of uninvestigated cases. This is a concern in society and it increases fear of crime while reducing confidence in the police and its operations. The police is under intense public pressure, which requires it to ensure the good order, peace and security. The problem lies in the fact that the society has 'innate' resistance to the police and its work, and by its very nature rejects any authority, because it does not like government control and interference in daily life.
