Title:Sosedska straža kot oblika varnostnega samoorganiziranja prebivalcev : diplomsko delo univerzitetnega študija

Abstract:Tema pričujoče diplomske naloge je sosedska straža kot oblika varnostnega samoorganiziranja prebivalcev. Varnost je pomembna dobrina v vsakdanjem življenju, vendar pa ni nekaj, kar bi bilo izključno v domeni državnih institucij, kot je policija. V Združenih državah Amerike se je tako kot posledica mobilizacije civilne družbe in njenega povezovanja s policijo uveljavila sosedska straža, ki torej povezuje uradno institucijo in javnost oziroma skupnost prostovoljcev, ki želijo aktivno sodelovati pri zniževanju kriminalitete in povečevanju varnosti v lastnih soseskah. ZDA so še vedno država z najbolj dodelanim sistemom sosedskih straž, kljub temu pa se podobne straže uveljavljajo tudi drugod po svetu. Na začetku tako predstavimo sam koncept sosedske straže, za kaj pravzaprav gre in zgodovinske okoliščine njenega nastanka. V nadaljevanju predstavimo štiri praktične primere delovanja sosedskih straž in sicer v ZDA, v Veliki Britaniji, v Avstraliji in na Novi Zelandiji ter na Severnem Irskem. Kljub temu, da vse izhajajo iz temeljnega ameriškega modela, pa imajo tudi neke svoje posebnosti. Na koncu pa raziskujemo tudi sosedsko stražo v Republiki Sloveniji in poskušamo ugotoviti, ali so v zgodovini že obstajale kakšne organizacije, podobne sosedski straži. Predstavimo tudi zakonske podlage za ustanovitev sosedske straže pri nas, nato pa še možne posledice uveljavitve. Sosedska straža ima, tako kot vse ostale stvari, svoje pozitivne in negativne lastnosti. Oboje moramo spoznati, da bi lahko o tej temi razpravljali in razmišljali o njeni potencialni ustanovitvi v lastni državi. Kljub vsemu namreč ni neka stvar, ki bi jo preprosto vzeli iz njenega okolja nastanka in jo prenesli v neko drugo okolje, ampak se moramo zavedati njenih omejitev, ki so povezane z različnimi družbeno-kulturnimi okoliščinami.

Abstract:The subject of this thesis is Neighborhood Watch as a form of security self-organization of residents. As one of the fundamental values, security is not an exclusive prerogative of law enforcement. In the United States of America, Neighborhood Watch emerged as a form of resident incentive for crime prevention in collaboration with law enforcement agencies, striving to reduce criminal activity in their neighborhoods and improving security of their homes through voluntary work. As the country of origin, USA still has the most refined approach to Neighborhood Watch, however, similar programs are being formed in other countries as well. We will first discuss the concept of Neighborhood Watch, its purpose and definition, along with the circumstances that lead to its development. Next, we inspect the examples of four countries that have implemented Neighborhood Watch programs. Namely, the USA, Great Britain, Australia and Northern Ireland. Even though the programs are based on the American model, they all have their unique elements. Lastly, we examine the history of Neighborhood watch in Slovenia in an effort to determine the existence of similar organizations in the past. We also examine the legal standpoint regarding the implementation of Neighborhood Watch and its potential consequences. Neighborhood Watch has both positive and negative effects. We have to acknowledge both to fully grasp its concept and then discuss the possibility of its implementation in Slovenia. After all, it is not a concept easily transferred form one cultural environment to another with regard to the social limitations of its implementation.
