Abstract:	V diplomski nalogi, ki je temeljila na delovanju podjetja Pošte Slovenije, smo v prvem poglavju predstavili dva najpomembnejša akta, ki urejata področje poštnih storitev. Z Zakonom o poštnih storitvah in Pravilnikom o splošnih pogojih za opravljanje poštnih storitev smo opisali in ponazorili ključne pojme za razumevanje nadaljnjih vsebin v diplomski nalogi. Nato smo predstavili tri pomembne akte podjetja Pošte Slovenije. To so Splošni pogoji izvajanja univerzalne poštne storitve, Splošni pogoji izvajanja drugih poštnih storitev in Splošni pogoji za dostop do poštnega omrežja družbe Pošta Slovenije d. o. o., ki poleg obeh prej omenjenih aktov zagotavljajo temeljno pravno podlago za poslovanje s poštnimi in drugimi storitvami. V nadaljevanju smo opisali vrste paketnih pošiljk, ki jih Pošta Slovenije ponuja svojim uporabnikom, predstavili pa smo tudi vrste embalaž, ki se jih uporablja za prenos takšnih ali drugačnih predmetov in snovi. Sledila je podrobna obravnava dovoljenih in prepovedanih vsebin. V tem poglavju smo skušali opisati ter pojasniti različne vrste predmetov in snovi skozi prizmo različnih zakonodaj, ki jih je potrebno upoštevati, če se želi izvajati prenos paketnih poštnih pošiljk s prej omenjenimi vsebinami. V naslednjem poglavju smo se osredotočili na tveganja, ki se pojavljajo pri pošiljanju pošiljk z nevarno in prepovedano vsebino ter skušali pojasniti, da predstavljajo ogromno tveganje iz različnih perspektiv. Po tveganjih smo se posvetili varnostnim ukrepom, ki jih Pošta Slovenije izvaja za zmanjšanje in preprečitev prenosa prepovedanih snovi v poštnih pošiljkah. Za lažje razumevanje in boljšo predstavo smo v poglavju »Praktični primeri pošiljk s prepovedano vsebino« predstavili primere pošiljk z nevarno in prepovedano vsebino, odkrite pri prenosu v Republiki Sloveniji. Nato smo opravili raziskavo, ki je temeljila na vprašanju o seznanjenosti ljudi z obravnavano tematiko, temu pa je sledila razprava, v kateri smo predstavili ter interpretirali rezultate ankete. V razpravi smo razpravljali tudi o temi nadzora in kontrole, ki jo izvaja Pošta Slovenije pri prenosu pošiljk. V zaključku smo odgovorili na hipotezi, ki smo si ju zastavili na začetku diplomskega dela.

Abstract:

In the first chapter of thesis work, which is based on the workings of the Pošta Slovenije, we introduced two of the most important acts which manage the department of postal services. Using Zakon o poštnih storitvah and Pravilnik o splošnih pogojih za opravljanje poštnih storitev, we described and illustrated key concepts required to understand the content in the thesis work. Then we explained three important acts of Pošta Slovenije. These are Splošni pogoji izvajanja univerzalne poštne storitve, Splošni pogoji izvajanja drugih poštnih storitev in Splošni pogoji za dostop do poštnega omrežja družbe Pošta Slovenije d. o. o., in addition to the two aforementioned acts provide the fundamental legal basis for the operation of postal and other services. In the next chapter we described the types of parcel shipments offered by Pošta Slovenije and we also introduced the types of packaging used for transferring different objects and substances. We continued with a detailed discussion of the authorized content and illegal or unauthorized content. In this chapter we tried to describe and explain different types of objects and substances through the eyes of different legislations which need to be abided by if you want to exercise transfers of shipments with the aforementioned content. In the following chapter we focused on the risks, which occur with shipments with dangerous and unauthorized content and try to explain from different perspectives that they present a huge risk. After this we focused on the security measures which are enforced by Pošta Slovenije in order to reduce and prevent the transfer of illicit substances in postal shipments. For better understanding, in the chapter “Praktični primeri pošiljk s prepovedano vsebino” we presented examples of shipments with dangerous and unauthorized content detected in the transfer in Republic of Slovenia. Then we conducted a survey, which was based on the issue of familiarity of the people with the subject matter. This was followed up by a discussion in which we introduced and interpreted the results of the survey. In the discussion we talked about the topic of control implemented by Pošta Slovenije during the transfer of shipments. In the conclusion we responded to the hypothesis set at the beginning of the thesis work.
