Title:Merjenje teže kaznivih dejanj v Sloveniji z uporabo Thurstonove lestvice za merjenje stališč : magistrsko delo

Abstract:Uradne statistike držav so glavni vir podatkov za preučevanje gibanja kriminalitete v državi. Temno polje kriminalitete in spremembe v zakonodaji so samo ene izmed številnih pomanjkljivosti, ki vplivajo na kakovost tovrstnih statistik. Zaradi nepopolnih rezultatov ne-tehtanih metod (primerjamo lahko samo kaznivo dejanje s kaznivim dejanjem, ne pa celote) smo v sklopu naše magistrske naloge izračunali ustreznejši indikator kriminalitete v Sloveniji tako, da smo glede na percepcijo ljudi 15 kaznivim dejanjem pripisali ustrezno težo. V teoretičnem delu smo se osredotočili na preučevanje in analiziranje dosedanjih raziskav na področju merjenja teže kaznivih dejanj in podrobneje opisali Thurstonovo letvico za merjenje stališč, ki smo jo uporabili v naši raziskavi. Ker je bila enaka metoda uporabljena že leta 2000, smo v tem delu predstavili tudi študijo iz Hong Konga, na kateri je temeljila naša magistrska naloga. Nenazadnje smo s pomočjo kazenskega zakonika opredelili izbrana kazniva dejanja in pojme, ki se neposredno nanašajo na naše preučevanje merjenja teže kaznivih dejanj. Raziskovalni del naloge je temeljil predvsem na določanju uteži izbranim kaznivim dejanjem in njihovem rangiranju. Ugotovili smo, da je umor v Sloveniji zaznan kot najtežje, tatvina pa kot najlažje kaznivo dejanje po mnenju Slovencev. S pomočjo dobljenih uteži kaznivih dejanj smo izračunali tudi tehtani indeks kriminalitete in prvič z upoštevanimi koeficienti teže preučevali obseg kriminalitete v Sloveniji. Nenazadnje smo preučevali razlike v starostnih skupinah in spolu ter primerjali razvrstitev kaznivih dejanj v Sloveniji in Hong Kongu. Zaradi visoke korelacije rezultatov obeh raziskav smo ugotovili, da je tehtani indeks ustrezen pokazatelj obsega kriminalitete v Sloveniji.

Title:MEASURING CRIME SERIOUSNESS IN SLOVENIA WITH THURSTONE'S SCALING OF CRIME SEVERITY
Abstract:Official statistics are usually the main source of data for measuring the intensity of crimes in a society. The dark figure of crime and the changes in legislation are just one out of many deficiencies that affect the quality of such statistics. Due to imperfect results of unweighted methods (we can just compare numbers of one criminal offense through consecutive years or number of one criminal offense on 100.000 inhabitants among different communities or countries), we constructed a more appropriate indicator of crime in Slovenia. Indeed, we constructed weights based on respondents’ judgments on the seriousness of the fifteen crimes and calculated weighted crime index. In the theoretical part, we focused on the review and analysis of already existing research in measuring crime seriousness. Moreover, we described the scaling method of crime severity, which we were using in our research. Since we used the same method as in Hong Kong in 2000, we also presented this study. In addition, we used the Criminal Code to define the selected criminal offenses and concepts, which were relevant in our research. In the research part we focused mainly on constructing weights of selected crimes and their ranking. We found out that murder is perceived as the most serious crime in Slovenia. On the other hand, theft is the least serious crime according to the sample of Slovenian citizens. Moreover, we build up a time series of weighted crime index, using the weights of the fifteen crimes. What is more, our research was the first one to use the seriousness weights to explore the intensity of crimes in Slovenia. Finally, we explored differences in crime seriousness perception according to age and gender and compared the ranking of crimes in Slovenia with the one in Hong Kong. Due to the high correlation of the ranking results of both studies, we found out that weighted crime index is appropriate indicator of the crime intensity in Slovenia.
