Abstract:	Mestna občina Celje je pristojna za urejanje zadev na področju kulture, ki so v javnem interesu, vključno z varovanjem kulturne dediščine, zagotavljanje stabilnih pogojev za ustvarjanje, distribucijo in dostopnost kulturnih dobrin itd. Normativna ureditev kulture ne ovira, temveč spodbuja občine, da samostojno urejajo zadeve na področju kulture na podlagi strateških dokumentov. Mestni svet Mestne občine Celje je 1. julija 2014 sprejel Program za kulturo, ki določa javni interes za kulturo v obdobju 2014-2020. Ta program se metodološko ne razlikuje od kulturnih programov drugih slovenskih občin, kakor tudi ne od Nacionalnega programa za kulturo 2014-2017. Uresničljivost programov za kulturo je odvisna predvsem od proračunskih zmožnosti države in občin. Reforma javnega sektorja v kulturi ni zgolj stvar normativne ureditve, temveč tudi konkretnih ravnanj in kulturno političnih odločitev na državni in lokalni ravni.

Title:	REALIZATION OF THE PUBLIC INTEREST IN CULTURE IN THE MUNICIPALITY OF CELJE
Abstract:	The City of Celje is responsible for regulating those matters in the sphere of culture which are in the public interest. These include protection of the cultural heritage, providing suitable conditions for the creation, distibution and accessibility of cultural assets, etc. Cultural regulation rather encourages than interfere into the rights of the municipalities to self-regulate matters of culture on the basis of the strategic documents. Recently, The City Council of the Municipality of Celje has adopted the Program for Culture, which provides public interest for culture during the period 2014-2020. Methodologically, this program is no different from other cultural programs of Slovenian minicipalities, as well as of the Nacional Programme for Culture 2014-2017. Feasibility of programmes for culture mainly depends on the both state and cities budgets. A reform of the public sector in culture is not just a matter of the regulatory framework, but also concrete practices and cultural policy decisions at the state and local level.
