Title:Delovnik slovenskega policista : diplomsko delo visokošolskega strokovnega študija Varnost in policijsko delo

Abstract:Diplomsko delo se ukvarja z delovnikom slovenskega policista. Delo je teoretično in je nastalo s pomočjo strokovnih virov, ki obravnavajo izbrano temo. Diplomsko delo predstavlja organiziranost slovenske policije in normativno-pravno ureditev dela policije. Predstavljeni so tudi trendi na področju policijske dejavnosti, in sicer pluralizacija, akademizacija, evropeizacija in razvoj policijskega dela v skupnosti. Najpomembnejši del naloge pa je predstavitev sprememb policijskega dela v zadnjih 30 letih. Policija je organ v sestavi ministrstva za notranje zadeve in jo sestavljajo Generalna policijska uprava, policijske uprave in policijske postaje. Policijo vodi generalni direktor, ki je odgovoren ministru. Policijsko upravo vodi direktor policije, policijsko postajo pa komandir. Policija opravlja naloge v skladu z zakoni. Pred veljavo Zakona o nalogah in pooblastilih policije ter Zakona o organiziranosti in delu v policiji je policija delovala po Zakonu o policiji, ki je prenehal veljati. Zakon o nalogah in pooblastilih navaja naloge policije, Zakon o organiziranosti in delu policije pa usmerja delo med ministrstvom za notranje zadeve in policijo. V zadnjih letih se je na področju policijske dejavnosti veliko spremenilo. Pluralizacija je proces, kjer policistom pri delu pomagajo druge institucije, kot so carina, zasebni detektivi, občinska redarstva itd. Omenili smo tudi akademizacijo, ker smo ugotovili, da je policija zvišala izobraževalno raven za policijsko delo ter s tem okrepila raziskovalno dejavnost. Za izobraževanje in usposobljenost policistov skrbi Policijska akademija. Center za raziskovanje ter socialne veščine skrbi za sodelovanje policije z drugimi izobraževalnimi in raziskovalnimi institucijami. Policisti pri svojem delu sodelujejo tudi s telesi Sveta Evropske unije, z Evropsko komisijo in mednarodnimi organizacijami, kar zajema pojem evropeizacija policijske dejavnosti. V poglavju o spremembah policijske dejavnosti v zadnjih 30 letih smo podrobneje primerjali naloge miličnikov z nalogami, ki jih imajo današnji policisti. Ugotovili smo, da slovenski policisti še opravljajo nekatere naloge nekdanjih miličnikov, nekaj nalog pa opravljajo druge institucije ali pa policija na drugačne načine kot v preteklosti.

Title:A SLOVENIAN POLICE OFFICER'S WORKDAY
Abstract:The subject of this thesis is to present the work day of a Slovenian police officer. The study is theoretical, compiled from available sources dealing with the topic. The diploma thesis presents the structural organization of Slovenian police force and normative and legislative regulation of the police work. Trends in the area of police activity are also presented, such as pluralisation, academisation, Europeanisation and development of community policing. The most important part of this thesis deals with how the police work has changed during the last thirty years. The Police is a body under the responsibility of the Ministry of the Interior, comprised by general police directorate, police directorate and police station. The Police is led by the Director General of the Police, responsible to the minister, police directorate is headed by a director, and a police station is headed by a commander. The Police performs its duties in compliance with the legislation. Before the two new laws entered into force, the Police operated in accordance with the Police Act, which ceased to be valid when the Police Tasks and Powers Act and the Police Organisation and Work Act entered into force. The Police Tasks and Powers Act defines the duties of the police. The Police Organisation and Work Act coordinates the work between the ministry and the Police. Much has changed in the last years in the area of policing. Pluralisation is a process, where the police are assisted in performance of their duties by other institutions, such as customs service, private investigators, municipal wardens, etc. We have also mentioned academisation, establishing elevation of the level of education for police work, thus enhancing the research activities. The body responsible for education of police force is the Police Academy. The Centre for Research and Social Skills (training centre) is responsible for cooperation of the Police with other educational and research institutions. In the course of their work, police officers cooperate with the bodies of the European Union, European Commission and other international organizations, which is defined as a process of Europeanisation. In the chapter on changes in police work we have compared the tasks of militia officers and the tasks of modern police officers. We have established that some duties are still performed by the police officers and others have been delegated to other institutions or are performed by the police officer in a different way than they used to be in the past.
