Title:	Statutarna ureditev javnega zavoda Mariborska knjižnica

Abstract:	V diplomskem delu je obravnavana statutarna ureditev ter delovanje negospodarske javne službe – javnega zavoda Mariborska knjižnica, ki temelji na Odloku o ustanovitvi javnega zavoda in ostalih aktih. Najprej je predstavljen zavod na splošno, tako kot lahko zasledimo iz informacij javnega značaja dostopnih na njegovi spletni strani ter Odloka o ustanovitvi javnega zavoda Mariborska knjižnica . Nato sledi predstavitev aktov, ki zavezujejo knjižnico in v okviru katerih mora le ta delovati. Avtorica ugotavlja, da je poslovanje urejeno z zelo veliko različnimi akti. Posamezna področja delovanja javnega zavoda so podrobno in zelo natančno opredeljena in urejena s predpisi. Sledi predstavitev organizacije, ponudbe in poslovanja Mariborske knjižnice. Razvidno je, da je dejavnost zavoda organizirana v devetnajstih organizacijskih enotah in zajema velik del severovzhodne Slovenije. Ponudba je zelo pestra in raznolika. Avtorica nato predstavi organe zavoda in prilaga sliko organizacijske sheme, iz katere je še lažje razvidna struktura organov ter posameznih oddelkov in služb. Sledi opis financiranja zavoda ter predstavitev izvora sredstev, ki jih ta pridobiva za svoje delovanje. Na kratko je predstavljen tudi pomen članarin in njihova uporaba. Avtorica nadaljuje na področju razvoja in razvojnih projektov ter predstavitvi planov, ki temeljijo predvsem na reševanju prostorskih in finančnih omejitev. Prostorska stiska osrednje knjižnice na Rotovškem trgu namreč že dalj časa predstavlja velik problem. Avtorica nadalje analizira nadzor, ugotavlja kje je Mariborska knjižnica certificirana, kako poteka notranja in zunanja presoja in kdo jo opravlja. Razvidno je, da je presoja smiselna, da knjižnica deluje v skladu s standardom ISO 9001:2008 in da obvladuje dokumentacijo glede na zahteve standarda. Nato sledi povzetek intervjuja z bivšim (mandat do konca leta 2014) predsednikom sindikata Glosa (sindikat Mariborske knjižnice ), Fredijem Sirkom, s katerim avtorica tudi dokazuje določene hipoteze. Intervju je priložen na koncu naloge. Avtorica pride do sklepa, da delovanje Mariborske knjižnice poteka podkrepljeno z vrsto predpisov. Težave pri poslovanju se pojavljajo predvsem zaradi pomanjkanja finančnih sredstev in prostorske stiske, ne pa zaradi neupoštevanja ali neustreznosti zakonodaje.

Title:	Statutory arrangement of public institute Mariborska knjižnica
Abstract:	The graduate paper deals with the statutory regulation and operation of a non-commercial public service – Mariborska knjižnica - Maribor Library public service based on the Decree on Establishment of a Public Institute and other acts. First, it presents the institute in general, as can be found in public information available on its website, and in the Decree on Establishment of the Public Institute of Maribor Library. It is followed by the presentation of acts, which bind the library and within which it must operate. The author ascertains that the operation is regulated by very different acts. Particular fields of the public institute operations are in detail and very precisely defined and regulated by rules. Below is a presentation of the organization, offer and operation of Maribor Library. It is evident that the activity of the institute is organized in nineteen organizational units and covers a large part of northeastern Slovenia. The offer is very variegated and diverse. The author then presents the institute authorities and attaches an image of the organizational chart from which it is easier to see the structure of bodies and individual departments and services. There follows a description of the institute financing and presentation of the funds origin, which it has obtained for its operation. The importance of membership fees and their use is briefly presented. The author continues in the field of development and development projects and presentation of plans, which are based primarily on solving spatial and financial constraints. Spatial overcrowding in the central library at Rotovški trg has already for a long time presented a major problem. The author further analyses the supervision, ascertains where the Maribor Library is certified, how the internal and external audits are carried out and by whom. It is evident that the audit makes sense that the library operates in accordance with ISO 9001: 2008 and controls documentation as to the requirements of the standard. This is followed by a summary of an interview with the former (mandate until the end of 2014) President of the Glosa trade union association (Maribor Library trade union) Fredi Sirk, with whom the author also proves certain hypotheses. The interview is attached at the end of this paper. The author comes to a conclusion that operating of Maribor Library has been supported by a set of rules. Problems in operations occur mainly due to lack of financial resources and spatial overcrowding, and not due to disallowing for or inadequacy of law.
