Title:Primerjalna analiza gasilstva v nekaterih državah, nekdanjih republikah bivše Jugoslavije : diplomsko delo visokošolskega strokovnega študija Varnost in policijsko delo

Abstract:Države na območju nekdanje Jugoslavije so pred razpadom skupne države imele z zakonodajo urejena različna področja, s tem pa tudi gasilstvo, na katerega smo se v diplomskem delu osredotočili. Po razpadu Jugoslavije so samostojne države, nastale na tem območju, začele urejati področje požarne varnosti s svojimi predpisi. Gasilstvo je ostalo javna služba v državnem interesu, ki temelji na prostovoljstvu in poklicnem udejstvovanju. Države se tudi danes zavzemajo za stalni razvoj gasilstva, ki bi v čim večji meri sledil najrazvitejšim državam na tem področju, vendar pa je današnje stanje gasilstva v državah bivše Jugoslavije različno razvito. K temu je prispevala različna pravna ureditev tega področja, kot tudi organizacija gasilstva. V obravnavanih državah se razvoju gasilstva namreč namenja različna pozornost, to pa se odraža tudi v ureditvi, tehnični opremljenosti ter zmožnosti enot za čim hitrejše in uspešno posredovanje ob nesrečah. V osnovi pa je gasilstvo v vseh državah ostala služba usposobljena in opremljena za gašenje požarov, tehnično reševanje in izvajanje ostalih specifičnih nalog na področju varovanja blaginje prebivalstva. Boljši razvoj in organizacijo gasilstva lahko zasledimo v državah, ki so še pred obstojem Jugoslavije pripadale Avstro-Ogrski monarhiji, saj je bilo za takratne razmere v omenjeni državi gasilstvo zelo napredno. Posledice te prednosti so se kazale že v času obstoja Jugoslavije, opazne pa so tudi danes. Boljše stanje v organizaciji gasilstva tako pomeni tudi sodobnejšo opremljenost in usposobljenost gasilskega kadra, saj so pogoji za doseganje teh dejavnikov boljši, ti dejavniki pa vplivajo na hitrejše, varnejše in učinkovitejše posredovanje ob nesrečah, v katerih sodelujejo gasilske enote.

Title:Comparative analysis of firefighting in some countries, foreigner republics of Yugoslavia
Abstract:Before the downfall of the former Yugoslavia, many different fields were settled with the legislation in each country in the mentioned region. One of those fields was firefighting which will be the central topic of discussion in the thesis. After the downfall newly formed independent countries started to form new regulations regarding fire safety. Firefighting remained a public form of work based on volunteering and as well as professional involvements. Even today these countries are continuously interested in a permanent development of firefighting, which would follow the most developed regions in firefighting as much as possible, however, there still exist differences among them. This inhomogeneous progress of firefighting comparing the countries of the former Yugoslavia results from the differences in their legislation as well as the firefighting organization differences. The reason for such conditions lie in the fact that the attention focused on firefighting is quite different in each country, which results in differences in technical equipment and the ability of a unit intervention to react successfully in case of misfortunes or accidents. In the thesis, we studied the gap in the development of firefighting in general among the countries by comparing the current situation in each of the. Basically firefighting has remained a form of training and equipping a unit to be able to fight fire, find technical solutions and perform other specific tasks in order to maintain public safety. Our studies have shown that regions of the former Yugoslavia, which were once a part of the Austrian- Hungarian monarchy, are even today better organised and more developed than the others regarding firefighting. A better organisation results in a more modern equipment and a more qualified personnel, since the conditions to reach these factors are better. Those factors lead to a faster, safer and more effective intervention in case of accidents which firefighters engage themselves in.
