Title:Analiza izrednih dogodkov in incidentov na slovenskih železnicah

Abstract:V Zakonu o varnosti v železniškem prometu (ZVZelP) je določeno, kaj je izredni dogodek, zakon tudi podrobno ureja postopke in opredelitve teh dogodkov. Stopnjo varnosti in urejenosti odvijanja železniškega prometa v letnem obdobju ocenjujemo na osnovi obsega in posledic škodljivih vplivov, ki so učinkovali na delovanje sistema železniškega prometa ter so odraz zunanjih in notranjih motilnih dejavnikov na delovanje tehnološkega procesa. Za ocenitev varnosti oziroma tveganosti železniškega prometa v obravnavanem letu oziroma obdobju po obsegu in številu ter posledicah izrednih dogodkov slednje primerjamo s predhodnim letom oziroma s povprečjem daljšega časovnega obdobja v preteklosti (pet- in desetletnega obdobja). Neposredne posledice izrednih dogodkov so ogrožanje varnosti potnikov, blaga in sredstev, zato si moramo prizadevati za zmanjšanje tovrstnih dogodkov. Predmet diplomske naloge je predstaviti vzroke, ki pripeljejo do tega, da se izredni dogodek ter incident (motnja) dogodi ter analiza vzrokov ter kaj oziroma kdo je odgovoren, da do tega pride ter kakšne stroške to povzroča. Analiza je pokazala, da več incidentov v odvijanju železniškega prometa povzročajo tehnična sredstva in manj subjektivni dejavniki. Za zmanjšanje izrednih dogodkov, ki povzročajo prekinitve prometa ter nepredvidene finančne stroške pri prevozu ljudi in blaga, bi bilo potrebno več narediti na posodobitvi voznega parka – vlečnih in vlečenih vozil (lokomotiv in vagonov) ter na izboljšanju in posodobitvi infrastrukture železniškega prometa.

Title:Analysis of extraordinary events and incidents on Slovenian railways
Abstract:The Railway Traffic Safety Act (ZVZelP) determines extraordinary events, e.g. serious accidents, accidents and incidents, this act also determines procedures and the definition of such events. We have assessed the level of safety and management of the annual railway traffic on the basis of the scope and the consequences of the damaging influences, which had an impact on the functioning of the railway traffic system. These influences were caused by external or internal disturbance factors that impaired the technological process. In order to establish the safety of the railway traffic and the risks linked with it in a given year or period, we have compared the scope, number and consequences of extraordinary events in a given year or period with the previous year or the average of a longer past period (5- or 10-year period). Because extraordinary events directly threaten the safety of passengers, goods and funds, we need to strive to reduce the number of such events. The subject of this thesis is to present the causes that lead the incidents or extraordinary events to happen and to analysis this causes and who is responsible that this occurs and what costs it causes. The analysis showed that more incidents in the unwinding of rail traffic is caused by technical means and less by subjective factors. To reduce the extraordinary events which cause incidents and unforeseen financial costs in the transport of people and goods, should be more done on the modernization of the trains, locomotives and wagons and the improvement and modernization of rail transport infrastructure.
