Title:Geografska označba s poudarkom na geografski zaščiti portugalskih vin

Abstract:Potrošniki po vsem svetu si v današnjem svetu prizadevajo prepoznati izvirne in avtentične izdelke, ki jih najdejo na policah trgovin. Ob tem pričakujejo, da bodo kakovost in posebne značilnosti posameznega izdelka ustrezale oglaševanim. Vrednost prodaje izdelkov, ki so opremljeni z geografsko oznako v EU, vztrajno narašča, trendu naraščanja počasi sledi tudi Slovenija. Prisotnost geografsko zaščitenih izdelkov na tržišču je v zadnjem času v porastu, prav tako, zaradi uveljavitve shem kakovosti, tudi seznanjenost potrošnikov s tovrstnimi proizvodi. Temu primeren je potrošniški interes za nakup takih izdelkov. Nekateri potrošniki so za posamezni izdelek oziroma proizvod, ki ima določene geografske značilnosti, pripravljeni odšteti bistveno več, kar še posebej velja za poimenovanje vin. Popolnoma razumljivo in smiselno je, da se takšni proizvodi, ki nosijo točno določene geografske značilnosti, ustrezno in pravno zaščitijo z geografsko označbo porekla. Takšni proizvodi se tudi bistveno lažje umeščajo na tržišča in na ta način povečujejo svoj tržni delež. Po drugi strani pa se proizvajalci v svetovnem gospodarstvu soočajo z dezertifikacijo podeželskih območij, ki so med drugim posledica velikih podnebnih sprememb v zadnjih letih. Pomanjkanje zaščite konkurenčnih prednosti na posameznih področjih se odraža tudi v opuščanju kmetijskih dejavnosti in panog, s tem pa se izgublja regionalna identiteta. Na določenih podeželskih območjih se tako srečujemo z izgubo pomembnega tradicionalnega znanja in različnih praks na področju pridelave in trženja tradicionalnih prehrambnih proizvodov. Posledično tovrstne izgube negativno vplivajo na ekonomski položaj države in njeno preskrbo s hrano. V magistrskem delu želimo podati možne predloge za preprečitev tovrstnih izgub. Tukaj gre omeniti tudi negativne posledice svetovne gospodarske krize. Inštitut za varovanje zdravja RS (IVZ) opozarja, da podatki za večino držav, ki sta jih prizadeli recesija in splošna gospodarska kriza, kažejo na slabšo kvaliteto življenja in življenjskega standarda. Ljudje najpogosteje začnejo najprej varčevati pri hrani, na ta način se usmerjajo k nakupu cenejše in običajno tudi manj kakovostne hrane. Potreba po regulaciji in discipliniranosti gojenja vinske trte in pridelave vina je v EU ustvarila koncept porekla in geografske označbe, s čimer ščiti pristnost vin, ki so proizvedena v različnih vinorodnih deželah. Portugalska je bila na tem področju prva evropska država, ki je zakonito vzpostavila sistem zaščite označbe porekla. Temeljil je na ograjenem območju proizvodnje in značilnosti določenega izdelka ter njegovih proizvodnih lastnosti. Na področju vinogradništva so se z geografskim poreklom smela označiti le tista vina, ki so imela bistvene značilnosti določenega vinorodnega območja. Mednarodni ugled portugalskih vin je danes zagotovo nesporen. Izvoz njihovih vin dokazuje dinamično industrijo, ki vse skozi beleži pozitivno delovanje in, skupaj s hrano, državi zagotavlja dobro desetino deleža BDP.

Title:Description of the geographical characteristics with emphasis on the geographical conservation of Portuguese wines
Abstract:On a global scale, consumers currently tend to distinguish and look for original and authentic products on the market shelves. They expect the quality and any special characteristic of the products to match the advertised description. The European market sales value of products with a geographical indication (PGI) is showing a continued growth. This trend is also slowly gaining momentum in Slovenia. The market has lately experienced an increased range of products with a protected geographical indication as well as the customers’ awareness of such products due to the implementation of quality schemes. Consequently, there is also an increased consumer interest in purchasing such products. Some are prepared to pay a much higher sum for a product of specific qualities referred to its geographic origin. This is particularly the case when buying wine. It is therefore plausible and rational to accurately and legally protect such products with distinct geographic characteristic by certifying their geographical indication. It is much easier for such products to enter the market and increase their market share. However, producers in the world economy are facing harsh consequences of desertification in rural areas, which has among others been caused by severe climate change during recent years. The lack of efficiency in protecting competitive advantages in specific product markets is causing a decrease in the number of agricultural activities and sectors, consequently leading to a loss of regional identity. Some rural areas are experiencing a loss of important traditional knowledge and expertise in agricultural production and marketing of traditional food products. Such deficiencies have a negative impact on the Slovenian economy and food supply. The objective of this master’s thesis is thus to propose possible approaches to prevent such loss. It is also crucial to mention the negative impact of the global economic depression. The Slovenian Institute of Public Health (IVZ) is drawing attention to data sets from most countries hit by the recession and the global economic depression, indicating a decreased quality of life as well as a lower living standard. People tend to primarily save money on food, purchasing less expensive products which are generally of lower nutritional quality. Due to the need for regulation and professional approaches in the grape cultivation and winemaking in the EU, Council regulations established and introduced concepts of protected origin and geographical indication. These approaches protect the authentic character of wines produced in specific wine-growing regions. Portugal was the first European country to introduce the system of protecting the designation of origin into their legal system. It was based on specific production areas, which determined an explicit product quality and its recognized production process. The wine-growers were only allowed to use the label for protected geographical indication on such wines, which had specific characteristics of a certain wine-growing area. The Portuguese wines nowadays certainly have a solid reputation on an international level. Their wine export demonstrates a dynamic industry with a continual positive overall performance. Together with the food sector, the wine industry represents slightly more than a 10 % share of their GDP.
