Abstract:	Prispevek javnih podjetij h gospodarstvu je sorazmerno visok. Ta podjetja imajo pogosto monopol ter zagotavljajo pomembne javne storitve (vodo, energijo, komunalne storitve, javni prevoz, itd.), ki so zaradi širših gospodarskih potreb nujne. Gospodarske javne službe opravljajo javna podjetja, ki so v pretežni lasti države, občin oziroma drugih lokalnih skupnosti. Njihova naloga je zagotavljanje javnih dobrin in storitev, tako da so dostopne vsem uporabnikom pod enakimi pogoji, česar trg ne more jamčiti. Njihova uspešnost je močno odvisna od konkurenčnosti nacionalnih gospodarstev, kar posledično vpliva na produktivnost javnih podjetij, ki je vsako leto nižja. Država bo morala prej ali slej narediti spremembe na področju gospodarskih javnih služb, vendar bo do realizacije sprememb preteklo ogromno časa. Zato bomo v magistrskem delu predstavili projektno zasnovan razvoj javnih podjetij, ki predstavlja pomemben faktor pri spremembah na področju gospodarskih javnih služb. Z uvedbo projektno zasnovanega razvoja podjetja bomo v javnih podjetjih dosegli kakovost gospodarskih javnih storitev, konkurenčnost ter inovativnost, kar bo posledično pripeljalo do konkurenčnejšega nacionalnega gospodarstva ter zadovoljstva ustanoviteljic podjetja in njihovih uporabnikov storitev. Cilj magistrskega dela je predstavitev projektno zasnovanega razvoja podjetij na primeru javnega podjetja. Projektno zasnovan razvoj javnih podjetij bomo predstavili v štirih korakih, ki so potrebni za sam zagon procesa, ti so: • oblikovanje vizije in poslanstva, • izbira projektne organizacije, • oblikovanje strategije in ciljev • ter izdelava strateškega projektnega plana. Vse štiri korake bomo predstavili na praktičnem primeru podjetja OKP Rogaška Slatina, d.o.o. (v nadaljevanju OKP, d.o.o.). Vodstvo podjetja OKP, d.o.o. se je že pred leti odločilo, da bodo v proces poslovanja vključili projektno zasnovan razvoj podjetja. Njihov namen uvedbe projektno zasnovanega razvoja v podjetje je bil večja usmerjenost k strategijam in ciljem, večja usmerjenost zadovoljevanja potreb, zahtev, želja uporabnikov storitev in ustanoviteljic podjetja, večja kontrola in nadzor nad izvajanjem projektov, storitev in celotnim poslovanjem podjetja, večja motiviranost zaposlenih, itd. Z magistrskim delom želimo nadgraditi že obstoječ projektno zasnovan razvoj podjetja OKP d.o.o. Nadgradnjo bomo dosegli z uvedbo prej omenjenih korakov.

Title:	PROJECT BASED DEVELOPMENT OF PUBLIC COMPANIES - CASE OF OKP ROGAŠKA SLATINA D.O.O.
Abstract:	The contribution of public companies in the economy is relatively high. These companies often have a monopoly, and they provide important public services (water, energy, utilities, public transport, etc.), as a result of the wider economic needs of the emergency. Utilities are operated by public companies, which are mainly holding state or other local communities. Their mission is to provide public goods and services so that they are accessible to all users on equal terms, which the market can be guaranteed. Their success is heavily dependent on the competitiveness of national economies, which in turn affects the productivity of public utilities, which each year is lower. The state will have to sooner or later make changes in the utilities, but to realize the changes will last a lot of time. Therefore, we will present the thesis project based development of public companies, which is an important factor in changing the way of utilities. With the introduction of project-based development company we will be in public enterprises achieve the quality of public services, competitiveness and innovation, which in turn will lead to a more competitive national economy and to the satisfaction of the founders of the company and their service users. The aim of the master work is the presentation of project-based business development in the case of public companies. Project designed to develop public companies will be presented in four steps, which are necessary for the very start of the process, such as: • formulate a vision and mission, • choice of project organization, • developing strategies and objectives • and development of project plan. All four steps, we will present a case study on the company OKP Rogaska Slatina, d.o.o. Company management OKP, d.o.o. years ago decided to make the process operations include a project based development company. Their purpose of introducing project-based development company has been increasing focus on the strategy and objectives, greater orientation satisfying the needs, requirements, wishes of service users and founders of companies, greater control and supervision of the implementation of projects, services and entire business enterprise, the greater motivation of employees, etc. With master work, we want to build on existing project-based development firm OKP d.o.o. With upgrade we will achieved the introduction of the four steps.
