Abstract:Poznavanje poslovnih procesov je za delovanje podjetja zelo pomembno. S poznavanjem poslovnih procesov lahko podjetje izvede spremembe, ki izboljšajo poslovanje podjetja in pomagajo da podjetje deluje učinkoviteje. Uporaba teorije managementa se vse pogosteje uporablja tudi pri analiziranju procesov v javni upravi. Teorijo managementa bomo uporabili za obravnavo poslovnega procesa javnih naročil po novem zakonu V teoretičnem delu diplomske naloge bomo spoznali osnovno teorijo managementa, ki nam bo pomagala razumeti poslovne procese. Prav tako pa bomo spoznali delovanje javnih institucij in spoznali teoretično osnovo za poznavanje javnih naročil. V praktičnem delu diplomske naloge bomo analizirali proces javnega naročanja po novem zakonu. Za bolje razumevanje bomo prikazali grafični prikaz procesa in ga analizirali. Ob koncu praktičnega dela bomo predstavili še nekatere predloge, kako bi izboljšali učinkovitost procesa. V uvodu diplomske naloge smo si postavili raziskovalno vprašanje, ki pravi ali je možno racionalizirati proces javnega naročanja tako, da celoten postopek ne bi bil tako dolgotrajen in bi omogočal hitrejše izvajanje projektov? S analizo poslovnega procesa, ki poteka po odprtem postopku smo ugotovili, da se za sam proces lahko naredijo določeni popravki, ki bi izboljšali trajanje postopka in ki bi omogočili večjo vpetost ponudnikov pri sodelovanju v javnih naročilih.

Title:CONSIDERATION OF PUBLIC PROCUREMENT ACCORDING TO NEW LAW
Abstract:Knowing of the business processes and its operations is very important fort the company. With the knowledge of the business processes the company can carry out changes that can improve efficiency of their operations. The use of the management theory is increasingly used in the analysis of processes in public administration. Theory on business processes will help us in our consideration of public procurement process after new law. In the theoretical part of our thesis we will learn the basic theory of management, which will help us understand the business processes. Also, we will learn about the functioning of public institutions, public finances and learn about theoretical foundations and the knowledge about public procurement. In the practical part of the thesis we analyze the process of public procurement after the new law. For a better understanding of the process we will show a graphical representation of the process and analyzed it. At the end of the practical part we will present some suggestions on how to improve the efficiency of the process. In the introduction of the thesis, we have made a research question where we are asking about the time consumption and how we can make projects to be faster. We found out that process is very time-consuming but with corrections and improvements we can reduce the duration of the procedure and we can integrate or invite more providers to participate in public procurement.
