Title:Smotrnost enotnosti nadzora na avtocestnem omrežju Republike Slovenije : magistrsko delo

Abstract:V magistrskem delu raziskujemo pojav nevarnosti in potrebe po sistematičnem, celovitem ter enotnem nadzoru nad kršitelji kot posledica povečevanja prometa na avtocestnem omrežju. Prikazana je potreba po povečanju nadzornikov v primerjavi z obstoječim stanjem zaradi zagotavljanja visoke stopnje varnosti in zadovoljstva uporabnikov avtocestnega omrežja v Republiki Sloveniji. Predlagane so rešitve za izboljšanje stanja usposobljenosti in opremljenosti s pridobivanjem sredstev Evropske Unije. Predstavljeni so ukrepi in rešitve za novo organiziranost avtocestne policije z vidika lokacije enot, organiziranosti dela na način celovitosti obravnave postopkov ob enotnem nadzoru in združitve opreme vseh nadzornikov. S študijem in analiziranjem literature smo predstavili stanje na področju nadzora na avtocestnem omrežju v Republiki Sloveniji. Z analitično metodo oziroma analiziranjem literature smo predstavili trenutno pokritost nadzora na avtocesti, ter izpostavili problem reakcijskih časov na zaznan dogodek. Z analiziranjem literature predvsem pa z rezultati kvantitativne raziskovalne metode, kot je anketa smo prišli do spoznanj o potrebi po ustanovitvi enot avtocestne policije. Z empirično raziskavo smo z uporabo raziskovalne metode predstavili ukrepe ter rešitve za novo organiziranost avtocestne policije z vidika lokacije enot in organiziranosti dela vseh nadzornikov. Z raziskovanjem potreb po povečanju nadzornikov v primerjavi z obstoječim stanjem zaradi zagotovitve visoke stopnje varnosti in zadovoljstva uporabnikov avtocestnega omrežja v Republiki Sloveniji, pričakujemo izboljšave na področju kadrovske zasedenosti nadzornikov na avtocesti. Pričakujemo, da bo prišlo do izboljšav na področju poenotenja delovanja, večje pokritosti relacij avtoceste in s tem hitrejšo odzivnost, zagotavljanje visoke stopnje varnosti in zadovoljstva uporabnikov avtocestnega omrežja v Republiki Sloveniji.

Title:THE FUNCTIONALITY OF THE UNITY SUPERVISION ON THE MOTORWAY NETWORK IN THE REPUBLIC SLOVENIA
Abstract:This master's thesis explores the event of danger and the need for a systematic, comprehensive and unity supervision of violators, due to the increased traffic on the motorway network. We present the need to increase the number of controllers compared with the current situation in order to assure a high-degree safety and the satisfaction of motorway network users in the Republic of Slovenia. The solutions for the improvement of the current qualifications and equipment by obtaining the funds of the European Union are suggested. Measures and solutions for the new organization of the motorway police in the light of unit locations and work organization according to the comprehensive treatment of procedures with the unity supervision, and by combining the equipment of all controllers are described. By studying and analysing the literature, we presented the situation in the area of the motorway network supervision in the Republic of Slovenia. By applying an analytical method, i.e. analysing the literature, we were able to describe the current coverage of the control on the motorway, and emphasized the reaction times to a detected event. By analysing the literature, but in particular with the results of the quantitative research method, such as survey, we found that there is a need to form the units of the motorway police. By conducting an empirical research, and by using a research method, we presented the measures and solutions for the new organization of the motorway police in the light of unit locations, and the organization of work of all the controllers. By researching the need to increase the number of controllers, compared with the current situation in order to assure a high-degree safety and the satisfaction of motorway network users in the Republic of Slovenia, we expect improvements in the field of personnel coverage with controllers on the motorway. We also expect improvements in the unification of operation, better coverage of the motorway sections, which will result in shorter reaction time, assuring a high-degree safety and the satisfaction of motorway network users in the Republic of Slovenia.
