Title:ANALIZA AKTIVNOSTI FARMACEVTSKEGA PODJETJA KOT PODPORA ODLOČITVI ZA ZUNANJE IZVAJANJE AKTIVNOSTI

Abstract:Farmacevtska podjetja v Sloveniji delujejo v okolju, ki je kompleksno, zelo regulirano in v zadnjih letih pod močnim pritiskom zniževanja cen. Zaradi omenjenih pritiskov na cene zdravil so celotni izdatki za zdravila že zadnjih pet let relativno stabilni. Ob povečevanju regulatornih zahtev, ki posledično pomenijo porabo dodatnih resursov podjetij, napovedanih dodatnih varčevalnih ukrepih, ki jih napoveduje javna zdravstvena blagajna, in omejenih virih, morajo podjetja natančno analizirati lastno poslovanje in preveriti, ali njihovi obstoječi proizvodni viri, zasnova delovanja organizacije ter njihovi procesi ustrezajo razmeram, ki se napovedujejo oz. ali bodo lahko podjetja uspešna in konkurenčna na dolgi rok. Glavni prihodki podjetij izhajajo iz zdravil, ki so povečini javno financirana, zato sodi proces, skozi katerega podjetja dosežejo javno financiranje zdravil – proces dostopa zdravila na trg - med enega ključnih procesov podjetja. Osrednji problem naše naloge predstavlja nepoznavanje smernic za odločanje glede notranjega in zunanjega izvajanja aktivnosti v okviru procesa dostopa zdravila na trg, kar lahko vodi v neoptimalno zasnovo in delovanje tega procesa. Temeljni namen naše naloge je bil celovito analizirati proces dostopa zdravila na trg ter njegove posamezne aktivnosti v tipičnem farmacevtskem podjetju v Sloveniji ter opredeliti usmeritve glede notranjega in zunanjega izvajanja posameznih aktivnosti, ki lahko predstavljajo temelje za prihodnje delovanje teh podjetij. V nalogi smo podrobno analizirali proces dostopa zdravila do trga oz. aktivnosti, ki ga sestavljajo. Ugotovili smo, da obstajajo znotraj procesa, ki ga sicer farmacevtsko podjetje ocenjuje kot ključen proces, aktivnosti, ki niso zgolj ključne. Podporne aktivnosti obsegajo predvsem tiste korake, ki jih za farmacevtsko podjetje predpisuje zakonodaja, ključne aktivnosti pa so tiste, ki jih zunanji izvajalci ne bi mogli izvajati bodisi zaradi internih razlogov, pomanjkanja specifičnega znanja in zgodovinskih izkušenj, kompleksnosti in slabega poznavanja podjetja. Aktivnosti, ki so bile opredeljene kot ključne, bi se morale izvajati znotraj podjetja, nasprotno pa velja, da bi se večina podpornih aktivnosti lahko izvajala zunaj podjetja. Pozitivni učinki predlagani smernic vključujejo izboljšanje kakovosti in skrajšanje trajanja procesa, dostop do specialnega znanja zunanjih izvajalcev, osredotočanje podjetja na ključne aktivnosti in druge. Negativni vplivi pa vključujejo predvsem možnosti uhajanja informacij iz podjetja, slabe kakovosti izvedbe, zmanjšanje motiviranosti zaposlenih in druge.

Title:Analysis of activities in a pharmaceutical company as support for making the outsourcing decision
Abstract:Pharmaceutical companies in Slovenia operate in an environment that is complex, highly regulated and in recent years under strong pressure to produce price reductions. Due to these pressures on prices of medicines, the total expenditure on medicines in the last five years was relatively stable. Amid increasing regulatory requirements, which require additional resources from companies, additional austerity measures announced by the Health Insurance Institute of Slovenia, and limited resources, companies must carefully analyze their own business and check whether their existing resources, the set-up of the organization and its processes meet the conditions, which are foreseen and whether the companies can be successful and competitive in the long run. Majority of income of pharmaceutical companies comes from medicinal products, which are mostly publicly funded. Therefore the process, through which companies gain the public financing of drugs, market access process, is one of the key processes of the company. The central problem of our work is the lack of knowledge regarding guidelines on insourcing and outsourcing in the process of market access for medicines, which can lead to sub-optimal design and operation of this process. The fundamental purpose of our work was to comprehensively analyze the process of market access and its various activities in a typical pharmaceutical company in Slovenia and to define guidelines for insourcing and outsourcing of activities, which may constitute the foundations for the future operation of these companies. In this work we have analyzed in detail the market access process and activities, which compose this process. We have concluded that this core process of market access includes activities, which are core activities and also support ones. Support activities consist mainly of those steps, which are prescribed by legislation, while core activities are those, which could not be outsourced to an external provider, either because of internal reasons, lack of specific knowledge and historical experience, complexity and poor knowledge of the company. Activities that have been identified as core, should be performed within the company, the opposite is true, that the majority of support activities can be carried out outside the company. The positive effects of the proposed guidelines include improving the quality and reducing the duration of the process, gaining access to special knowledge of the outsourcing companies, ability to focus on core activities and others. Negative impacts include notably the possibility of information leaks from the company, the poor quality of service, lower motivation of employees and others.
