Abstract:Upravne enote v Sloveniji ne uživajo zavidljivo visokega ugleda. Zahteve po izboljšanju uspešnosti, učinkovitosti in kakovosti storitev javne uprave v Sloveniji so sčasoma privedle do uvajanja in uveljavljanja menedžerskih znanj in načel v javno sfero. Tudi upravne enote se zaradi težnje po dvigu učinkovitosti, transparentnosti in uspešnosti ne morejo izogniti vpeljevanju različnih vej menedžmenta, prav tako projektnega menedžmenta. Diplomska naloga se osredotoča na raziskovanje izvajanja in vodenja projektov v slovenskih upravnih enotah in na možnosti za izboljšanje projektnega menedžmenta v njih. Rezultati, ki kažejo na to, da projekti v teh organizacijah obstajajo, projektna kultura pa je še precej nerazvita, ponujajo priložnosti za izboljšanje na številnih področjih, in sicer na informacijskih orodjih za podporo projektnemu menedžmentu, odnosih in prepričanjih, integraciji projektov s strategijo organizacije, usposabljanjih in razvoju baze znanj, portfelju strateških projektov, organizaciji odgovornosti, formalizaciji projektno-funkcijske matrične organizacije, sodelovanju s partnerji.

Title:IMPROVING PROJECT MANAGEMENT IN SLOVENIAN ADMINISTRATIVE UNITS
Abstract:Administrative units in Slovenia do not enjoy an enviable high reputation. Requests to improve the effectiveness, efficiency and quality of the general government sector in Slovenia have eventually led to the introduction and implementation of managerial skills and principles in the public sphere. Therefore, due to the tendency to raise the efficiency, transparency, and effectiveness, also administrative units cannot avoid introducing various branches of management including the project management. The present thesis focuses on the exploration of the implementation and managing of projects in the Slovenian administrative units and options to improve their design management. The results, which show that projects in these organizations exist while the project culture is still quite undeveloped, offer opportunities for improvement in several areas: information tools to support project management, relations and beliefs, integration of projects with the strategy of the organization, training and development of the knowledge base, strategic projects portfolio, organization of responsibility, formalization of project-functional matrix organization, working with partners
