Abstract:	1. januarja 2015 je Slovenija uvedla eRačune pri poslovanju s proračunskimi uporabniki. To pomeni, da se morajo vsi računi, ki so izdani proračunskim uporabnikom, pošiljati v elektronski obliki. Tema diplomske naloge je predstavitev delovanja sistemov pred uvedbo eRačunov, raziskava delovanja novega sistema eRačunov med proračunskimi uporabniki in v gospodarstvu ter soočanje uporabnikov s prednostmi in slabostmi sistema. Cilj naloge je ugotoviti, kaj je uvedba sistema prinesla na področju poslovanja vseh udeleženih subjektov, ali sta se povečali preglednost in varnost in izboljšal nadzor nad poslovanjem oz. ali je uvedba sistema prinesla negativne posledice na poslovanje. Raziskava nas je privedla do ugotovitev, da je bil sistem s strani neposrednih proračunskih uporabnikov pozitivno sprejet in da predstavlja velik doprinos k poslovanju v smislu večje preglednosti, ažurnosti, olajšanja dela in varnosti. Žal v gospodarstvu teh pozitivnih trendov ni zaznati, saj so se uporabniki v gospodarstvu do uvedbe sistema eRačunov opredelili negativno. V gospodarstvu pomeni uvedba eRačunov za poslovanje s proračunskimi uporabniki dodatno delo in dodatne stroške. Načrtovanje in gradnja sistema eRačuni sta med proračunskimi uporabniki potekala v smislu povezovanja novega sistema z obstoječimi aplikacijami. V gospodarstvu so se z uvedbo eRačunov znašli na prelomnici. Sistemi, ki bi enovito podpirali poslovanje z eRačuni na vseh področjih, niso standardizirani, tu gre za ponudbe različnih aplikacij. Gospodarstvo bo potrebovalo več časa in dodatna finančna sredstva, da bo zagotovilo podporo enovitemu delovanju eRačunov. Učinek bo popoln, ko se bo eRačun začel uporabljati pri vseh udeležencih poslovne sfere.

Title:	Operation of the New System eInvoice in Practice
Abstract:	In January 2015, Slovenia introduced electronic invoicing (e-invoicing) to operate with users of the government budget. Consequently all the invoices, intended for the users, need to be sent in electronic form. The subject of my diploma is to present the operations of the systems before the introduction of e-invoicing, the analysis of the new system in practice, concerning also the economy, and the presentation of the advantages and disadvantages that users come along using it. The objective is to investigate what exactly did the implementation of the system brought concerning all the subjects involved, see if there was a remarkable change of the visibility, of better control, safety or if, on the other hand, there were some negative consequences on the business. As you will see later on, we found out that the new system was positively accepted from the part of the users and that it has facilitated in a lot of ways the accounting operations, mentioning its visibility, promptness, safety and easier way of work. Unfortunately we can not perceive the changes mentioned above in the economy, because in this area the introduction of e-invoicing lead to extra works and extra costs. Planning and establishment of the system e-invoicing among the users were built on the integration of the new system with already existing applications. As already mentioned before, the economy faced the turning point with the implementation of e-invoicing. The systems that would support the commerce with e-invoicing are not standardized on all the areas; here we can find offers of different applications. The economy will need time and financial means to provide the support for the uniform activity of e-invoicing. The effect will be complete, when all the attendees of the economic sphere will start using e-invoicing.
