Title:OBČINSKI PROGRAM ŠPORTA V MESTNI OBČINI KRANJ

Abstract:V diplomskem delu sem teoretično preučil pravne akte, ki zavezujejo in podajajo smernice lokalni skupnosti, na podlagi katerih pripravijo občinski program športa. Občinski program športa v Mestni občini Kranj tako obsega dva ključna akta (Letni program športa za leto 2016 (Katalog informacij javnega značaja MOK, 12. seja sveta MOK, št. 900-168/2015-1-(52/04) z dne 16. 12. 2015) in Pravilnik o sofinanciranju programov športa v Mestni občini Kranj (Uradni list RS, št. 22/15)), skozi katera občina uresničuje javni interes in razvoj športne dejavnosti. Mestna občina Kranj je pri pripravi aktov s svoje pristojnosti samostojna, ampak mora upoštevati zakone, v tem primeru Zakon o športu /ZSpo/ (Uradni list RS, št. 22/98,), smernice nacionalnih aktov (Nacionalni program športa 2014–2023 /ReNPŠ14-23/ (Uradni list RS, št. 26/14) in Izvedbeni načrt nacionalnega programa športa 2014–2023 (Sklep vlade RS, št. 00727-13/2014/7 z dne 26. 8. 2014)). Društva oziroma izvajalci letnega programa športa so temeljni nosilci športne dejavnosti in so zavezani za izpeljavo športnih programov, sofinanciranih iz javnih sredstev. MOK kot lokalna skupnost bi morala poskrbeti za vse občane in v svojem proračunu zagotoviti finančna sredstva za sofinanciranje programov športa za vse starostne kategorije ter si prizadevati, da bi bil šport dostopen vsem njenim prebivalcem. MOK kot lastnica športnih objektov in površin mora zagotoviti uporabo le-teh vsem svojim občanom po dostopni ceni. Javni objekti in površine so občinska last, kar pomeni, da so namenjeni izvajanju javnega interesa in zato morajo biti dostopni vsem izvajalcem letnega programa športa pod enakimi pogoji ter jim zagotoviti ustrezno vzdrževane in varne objekte in površine. MOK lahko razvoj športne dejavnosti izboljša predvsem z višjimi finančnimi sredstvi iz proračuna, pravili in kriteriji za sofinanciranje programov športa, ki bi vzpostavili konkurenco med izvajalci ter posledično izboljšali njihovo kvalitetno in strokovno delo. Športni objekti in površine so v MOK dobro zasnovane, ampak večina od njih je že zastarelih, zato je nujno potrebno, da se v dolgoročni plan vključi njihova izgradnja in obnova, ker je ustrezna in dobra športna infrastruktura temelj uspešnega razvoja športne dejavnosti.

Title:MUNICIPALITY OF KRANJ, PROGRAM OF SPORT ACTIVITY
Abstract:For this thesis I theoretically examined the legal acts that bind and give guidance to the local community to establish a commune sports program. The commune sports program in the Community of Kranj comprises two key acts – the Annual sports program for 2016 (Public Information Catalogue of the Community of Kranj (COK), their 12th meeting of the COK Council, Nos. 900-168 / 2015-1- (52/04) of 12.16 .2015)) and - the Regulations for co-financing sports programs in the Community of Kranj (Official Gazette of RS, no. 22/15)), through which the community pursues the public interest and the development of all sports activities. But the Community of Kranj, in the preparation of acts of its independent jurisdiction, must comply with the laws, in this case the Sports Law / SPO / (Official Gazette of RS, no. 22/98,) and the guidelines of the national legislation (National Sports Program 2014-2023 / ReNPŠ14 -23 / (Official Gazette of RS, no. 26/14) and the implementation plan of the national sports program 2014-2023 (Government Decision no. 00727-13 / 2014/7 of 26. 8. 2014)). Clubs or rather the performers of the annual sports program are the fundamental bearers of the sporting activities and are committed to carrying out the sports programs, co-financed from public funds. The COK, as the local community, should take care of all the citizens and in its budget provide funds for co-financing sports programs for all age groups and aim to make the sport accessible to all its citizens. COK as owner of the sports facilities and sites must ensure the application thereof to all its citizens at an affordable price. Public buildings and spaces are municipal property, which means that they are dedicated to the implementation of the public interest and therefore must be accessible to all performers of the sport program under the same conditions and provide them with a properly maintained and safe structures and surfaces. COK (Community of Kranj) can improve the development of sporting activities mainly with higher funds from the budget, the rules and criteria for co-funding of sports programs, which would create competition between the performers and, consequently, improve their quality and professional work. Sport facilities and areas in the COK are well designed but most of them already old, so it is absolutely necessary in the long-term plan to include their construction and renovation, as an appropriate and good sports infrastructure is the basis for a successful development of sports activities.
