Title:Pridelovanje konoplje med legalnim in kriminalnim : diplomsko delo univerzitetnega študija

Abstract:Človek s pridom izkorišča mnoge naravne danosti. V diplomskem delu se osredotočamo na eno izmed teh danosti – konopljo, ki jo kot družba obravnavamo na prav poseben način. Na spisku prepovedanih drog jo imajo praktično povsod, saj kot taka predstavlja določena tveganja. Omamljanje s konopljo samo po sebi morda ni najbolj moralno upravičeno, vendar ima konoplja tudi druge namene, ki so ekonomsko in moralno utemeljeni. Iz nje je mogoče izdelovati raznovrstne izdelke, vse bolj perspektivna pa je tudi v medicini. Države in njihove politike do prepovedanih drog stopajo po relativno neznanem terenu, na poti pa jim stojijo veliki varnostni izzivi. Na eni strani se zavedamo, da so prepovedane droge povezane z mnogimi težavami, na drugi strani pa prepoznamo določene prednosti, ki jih želimo celovito izkoristiti, seveda s čim manjšimi nezaželenimi posledicami takšnega početja. Področje prepovedanih drog različne države različno obravnavajo, dokaj osrednjo vlogo pa je v dvajsetem stoletju imela Organizacija združenih narodov (OZN). Prve politike do prepovedanih drog niso prinesle želenih rezultatov, privedle so celo do nekaterih resnih in nezaželenih posledic. Danes zaradi tega prihaja do sprememb pri reševanju problematike drog. Države se poslužujejo ukrepov, kot sta nudenje pomoči odvisnikom namesto kaznovanja in omogočanje uživanja manj nevarnih drog, ti ukrepi pa so postregli z zanimivimi rezultati o kriminaliteti v povezavi z drogami, o razširjenosti uporabe kanabisa in o prometni varnosti.

Title:LEGAL AND ILLEGAL CANNABIS PRODUCTION
Abstract:Humans utilize many natural endowments. In the thesis, we focus on one of these endowments – cannabis, which is dealt with by the society in a very specific way. Cannabis is listed as an illegal drug almost everywhere, for it represents certain risks. Consuming cannabis as a recreational drug may not be morally justified; however, cannabis also has other purposes, which are justified economically and morally. The plant is used to produce a variety of products and is becoming increasingly prospective in medicine too. Countries and their policies towards drugs are on a relatively unknown terrain and face great security challenges. On the one hand, we realize that illegal drugs are connected with several problems. On the other hand we recognize certain advantages that we want to use integrally while minimizing undesirable consequences of doing so. Policies towards illegal drugs are different from country to country. United Nations (UN) had a relatively central role in the development of these policies, which at first didn't bring the desired results, and even led to some serious and undesired consequences. Due to this fact the policies on illegal drugs have started to take a different approach. Measures such as offering help to the addicts instead of punishing them and enabling the usage of less dangerous drugs were implemented in different policies towards drugs. These measures gave interesting results in crime associated with drugs, in extent of cannabis use and in traffic safety.
