Title:Kibernetski terorizem - ga je moč premagati? : diplomsko delo visokošolskega strokovnega študija Varstvoslovje

Abstract:V nalogi smo raziskali, navedli in opisali, kako teroristi s pomočjo informacijske tehnologije širijo svoj krog delovanja in katere od njihovih metod dela so podobne metodam, ki jih uporabljajo storilci kibernetske kriminalitete. To smo skušali doseči z uporabo virov in študij primerov. Cilj, ki smo si ga zastavili, je bil ugotoviti razliko med kibernetsko kriminaliteto in kibernetskim terorizmom. Na podlagi obravnavanih primerov smo ugotovili, da ko govorimo o uporabi kibernetskega prostora, ni razlik med kibernetsko kriminaliteto in kibernetskim terorizmom, razlike se kažejo izven kibernetskega prostora, in sicer predvsem v motivih za napad. Pri tem pa ne moremo izključiti možnosti, da so lahko primarno izvedena dejanja kibernetske kriminalitete namenjena pridobitvi sredstev, ki so sekundarno uporabljena za kibernetski teroristični napad ali klasični teroristični napad. Kibernetski prostor terorizmu predstavlja orodje, s katerim lahko hitreje in učinkovitejše zasleduje svoje cilje. Tekom naloge smo ugotovili, da se pojavlja potreba po globalno poenoteni definiciji kibernetskega terorizma. Ključ za dosego omejevanja kibernetskega terorizma je v prvi vrsti zakonodaja, ki bo omogočila pregon takšnih dejanj, pri čemer lahko rečemo, da je Republika Slovenija na tem področju že izvedla ključne korake.

Abstract:In this work we have studied, indicated and described how terrorists are using information technology to expand their radius of action and which of their working methods are similar to methods used by offenders of cybercrime. We tried to achieve that with the use of resources and case studies. The goal we set ourselves was to determine the difference between cybercrime and cyberterrorism. Based on casework, we found that when we talk about the use of cyberspace that there are no differences between cybercrime and cyberterrorism, differences can be seen outside of cyberspace, mainly in the motives for the attack. In doing so, we cannot exclude the possibility that they may be primarily carried out acts of cybercrime designed to obtain the recourses that are than used for secondary cyber terrorist attack or a classic terrorist attack. Cyberspace is a tool which allows terrorism to pursues their goals faster and more efficient. During the research, we found that there is a need for a globally standardized definition of cyber terrorism. The key to achieving restriction of cyber-terrorism is primarily a law that will allow the prosecution of such crimes, while we can say that the Republic of Slovenia has already implemented key steps in the right direction.
