Abstract:	Upravni sistem na lokalni ravni se sooča z raznimi problemi. Nepovezanost sistema upravnih enot in razpršenost občin vodi do prevelikih stroškov. Poleg finančnih težav se izpostavlja tudi neučinkovitost opravljanja nalog. Spremembe so tako postale nujne. Skupne občinske uprave so se pokazale kot dobra rešitev. Poleg dviga stroškovne učinkovitosti se lahko poudari večja kakovost opravljanja nalog. Medobčinsko sodelovanje se bo razvijalo še naprej in obeta se preraščanje skupnih občinskih uprav v interesne zveze občin. Pričakuje se, da bodo interesne zveze na medobčinski ravni združile opravljanje državnih in občinskih nalog. To prinaša ukinitev dvotirnega upravnega sistema, ki v Sloveniji velja že več kot dvajset let. Poslej se bodo določene državne in občinske pristojnosti opravljale skupno. Spremembe se obetajo tudi na področju državne uprave. Upravne enote se bodo prenovile in uvedli se bodo upravni okraji. V okrajih se bodo združile storitve različnih organov(centra za socialno delo, geodetske uprave). Oblikovali se bodo upravni centri in nekatere naloge bo možno opraviti le še na sedežu okraja. Na področju lokalne samouprave se med drugim obeta vzpostavljanje mehanizmov za bodoče združevanje občin. Kot alternativa združevanju se pojavlja medobčinsko sodelovanje. V diplomskem delu sem predstavil problematiko lokalne uprave, način reševanja teh problemov in posledico. Posledica združevanja in skupnega opravljanja nalog je centralizacija upravnih sistemov na lokalni ravni.

Title:	Centralization of administrative systems at the local level
Abstract:	Administrative systems are facing various problems on a local level. Civic Centres are not connected and the municipalities are too widely spread, which is why the costs are too high. In addition to financial difficulties, there is also the problem of inefficient performance of duties. Changes are therefore necessary. Joint Municipal Administration bodies have shown to be a good solution: in addition to cost-effectiveness, the duties are carried out more efficiently. The municipalities will be co-operating even more and the Joint Municipal Administration bodies will grow into Associations of Municipalities on the basis of common interests. It is expected that the Associations, based on common interests on an inter-municipal level, will merge the execution of both government and municipal duties. This will bring the cessation of the two-tier administrative system that was applied twenty years ago. Henceforth, certain government and municipal competences will be carried out jointly. There will be changes in State Administration too. The Civic Centres are due to be up-graded and we will have newly formed Administrative Districts. In these districts there will be a joining of services of various agencies (Social Services Department, the Mapping Agency). There will be newly formed Administrative Centres and some duties will be carried out only at the County Head Offices. In the field of local governing, the steps for the future joining of municipalities are to be made. As an alternative to joining, inter-municipal cooperation is occurring. In my thesis, I have presented the problems of local government, the ways that the problems are solved and their consequence. The consequence of joining and joint duty performance is the centralisation of systems on local levels.
