Abstract:
Diplomski projekt se posveča teoretičnim in praktičnim vidikom uporabe javnih naročil ter oblikam finančnih zavarovanj v postopkih oddaje javnih naročil. V uvodu povzame pomen zavarovanja obveznosti ter predstavi njegovo pravilno izpolnitev. Sledi razprava o javnih naročilih, pomenu javnih naročil, temeljnih načelih ter vrstah postopkov javnih naročil. V drugem delu je podrobneje predstavljena Uredba o finančnih zavarovanjih pri javnem naročanju. Sledi podrobna obravnava instrumentov finančnih zavarovanj. S tega vidika je prikazano ravnanje naročnikov pri posamezni vrsti finančnih zavarovanj. Sledi zaključna analiza in primerjava med različnimi instrumenti finančnih zavarovanj. Z zaključnim sklepom je sklenjeno, katera zavarovanja so najprimernejša ter katere težave iz prakse odpravlja Uredba.

Title:
Types of financial insurance in public procurement procedures in the Republic of Slovenia
Abstract:
The thesis focuses on theoretical and practical aspects of using public procurement as well as forms of financial security in public procurement procedures. At the outset it sums up the importance of insurance liabilities and present its proper fulfillment, which is later on followed by a debate on public procurement, the importance of public procurement, fundamental principles and types of procurement procedures. Second part of thesis presents detailed regulation on financial collateral in public procurement. It is followed with detailed examination of financial security instruments. From this point of view it is shown how subscribers handle in each type of financial insurance and finish the analysis and comparison between the various instruments of financial insurances. With a final decision it is concluded which insurance is less expensive and which problems in practice eliminates the Regulation.
