Title:Gradnja termoelektrarn v času razmaha evropske tranzicijske politike obnovljivih virov energije : primer TEŠ 6

Abstract:Diplomsko delo je osredotočeno na gradnjo in delovanje termoelektrarn v času, ko si Evropska unija (v nadaljevanju EU) in države članice prizadevajo k trajnostnemu razvoju, ki temelji na zagotavljanju zanesljive oskrbe z energijo ob nizkih izpustih škodljivih toplogrednih ter drugih plinov. Končni cilj nizkoogljične družbe je pridobivanje energije iz obnovljivih virov (v nadaljevanju OVE), h katerim stremi tudi obširna energetska zakonodaja EU, ki je v zadnjem desetletju na tem področju bistveno napredovala. Kljub intenzivnemu boju za čim nižje emisije škodljivih plinov se delež OVE povečuje počasi, zato termoelektrarne še vedno predstavljajo bistven del proizvodnje električne energije, saj zaradi tradicionalne vloge zagotavljajo stabilno in zanesljivo oskrbo z energijo. Slednja je, v kombinaciji s škodljivimi vplivi termoelektrarn na okolje, dvorezen meč. V preteklosti so namreč termoelektrarne na premog predstavljale velik okoljski problem, saj kurjenje premoga dokazano onesnažuje okolje in posledično negativno vpliva na zdravje ljudi. V času, ko poskuša evropska družba preiti na zeleno energijo, ki ima manj škodljivih emisij, je pomembno, da se vloga termoelektrarn počasi zmanjšuje, oziroma, da se izvedejo ekološke sanacije teh objektov. V drugem delu se diplomsko delo osredotoča na gradnjo Bloka 6 Termoelektrarne Šoštanj (v nadaljevanju TEŠ 6), ki je v dobrih desetih letih trajanja v javnosti dvignila veliko prahu, predvsem zaradi finančnih nejasnosti in sumov korupcije. Z analizo Investicijskih programov TEŠ 6 so bile ugotovljene nepravilnosti pri izračunih, prav tako se investitor ni držal dogovora z Republiko Slovenijo o ceni investicije, ki je presegla dovoljeno vrednost. Rešitev vprašanja delovanja Bloka 6 je v prihodnosti prestrukturiranje vodstva in nadzora TEŠ ter boljše sodelovanje med TEŠ in državo, s čimer bi se lahko morebitne nepravilnosti odkrile prej.

Title:Construction of Thermal Power Plants in Time of European Transition Towards Renewable Energy Sources: Case of TEŠ 6
Abstract:The thesis of this work is focused on the construction and operation of thermal power plants during the period when the European Union (EU) and its Member States endeavor towards sustainable development, which is based on reliable energy solutions at low concentrations of harmful greenhouse gas emissions. The final aim of nowadays low-carbon society is the production of renewable energy. EU legalization on the promotion of renewable sources of energy has evolved significantly in the last decade. Despite the intense struggle for the lowest possible emission of harmful gases, the share of alternative renewable energy sources is increasing slowly. Thermal power plants still represent an essential part of the electricity production due to their traditional role in providing a stable and reliable energy supply following increasing energy consumption in EU. However, there is also the other side of this coin, especially many harmful effects of thermal power plants on the environment. Furthermore, the use of coal to generate energy has also many negative health consequences, which have been shown in the past. At a time when European society is trying to increase the so called green energy and reduce greenhouse and other gas emissions, it is important that the role of thermal power plants slowly decreases. The process is possible through implementation of ecological rehabilitation of these facilities, which allows them to continue to operate and gives society more time to integrate renewable energy sources without any energy deficit. In second part the diploma work focuses on the case of Unit 6 of Thermal Power Plant Šoštanj (TEŠ 6), which raised many unanswered questions among public and the media in the last 10 years, mainly due to financial uncertainties and suspicions of corruption. Through the analysis of the Investment programs of TES 6 irregularities were found in the calculations, as well as the investor did not comply with the agreement with the Republic of Slovenia on the cost of the investment, which exceeded the permitted value. The solution for Unit 6 in the future could be in the restructuring of the management, more controlled supervision of TES and improved cooperation between TES and the state, which could allow us to detect potential irregularities earlier.
