Abstract:Glasbeno izobraževanje v Republiki Sloveniji urejajo Zakon o glasbenih šolah, Zakon o organizaciji in financiranju vzgoje in izobraževanja ter Zakon o zavodih. V Republiki Sloveniji je glasbeno izobraževanje prostovoljno in se izvaja v javnih ter zasebnih glasbenih šolah, ki imajo praviloma statusno obliko zavodov. Vpisane so v sodni register in v centralni razvid Ministrstva za izobraževanje znanost in šport. V šolskem letu 2015/2016 je bilo v razvid vpisanih 68 izvajalcev javno veljavnih programov. Z diplomskim delom želim predstaviti pravno ureditev javnih in zasebnih glasbenih šol v Republiki Sloveniji. Podrobneje sem analizirala organizacijo, pogoje za ustanovitev glasbenih šol, financiranje, programsko usmerjenost glasbenih šol, nadzor in zaposlovanje. Obdelala sem tudi statistične podatke po posameznih segmentih. V diplomskem delu se podrobneje posvečam delitvi zasebnih glasbenih šol na zasebne šole s koncesijo in zasebne šole brez koncesije ter delitvi zasebnih šol glede na javno veljavni program, ki ga izvajajo. Namen diplomskega dela je bilo pripraviti priročnik z navodili za ustanovitev zasebne glasbene šole. Opisani so zakonsko določeni pogoji in postopek ustanovitve. Javni glasbeni sistem vzgoje in izobraževanja v Republiki Sloveniji poteka vzporedno z osnovnošolskim izobraževanjem in je pretežno financiran s strani države in lokalnih skupnosti. Podoben sistem imajo države vzhodne Evrope, zato sem del diplomskega dela namenila tudi glasbeno izobraževalnim sistemom držav zahodne in severne Evrope.

Title:PUBLIC AND PRIVATE MUSIC SCHOOLS
Abstract:Music education in the Republic of Slovenia is regulated by Music Schools Act, Organization and Financing of Education Act and by Institutes Act. Music education is voluntary and is carried out by public and private music schools. Legal forms of music schools are institutes. They are registered in the Court Register and in the Central Register of the Ministry of Education, Science and Sport. There were 68 providers of public music programs entered in the Register in the school year 2015/2016. The thesis presents legal regulation of public and private music schools in Slovenia. Organization, requirements for establishing music schools, funding, program orientation of music schools, supervision and employment were analyzed in detail. Statistical data by individual segments were also processed. The thesis focuses in detail on division of private music schools on private music schools with concession and private music schools without concession and division of private music schools regarding the state-approved programs that are being carried out. The purpose of the thesis was to prepare instruction manual for establishment of private music schools. It describes statutory conditions and procedure of establishment. Public music education system in Slovenia is carried out parallel to the primary education and is mainly funded by the state and local communities. Since the similar system is also present in the Eastern European Countries, a part of the thesis focuses on music education systems of countries in the Western and Northern Europe.
