Title:KRITIČNI DEJAVNIKI USPEHA PRI UVAJANJU eZDRAVJA

Abstract:Slovenija, enako kot Evropska unija, ima težave z zviševanjem deleža starejše populacije z večjo pogostnostjo kroničnih obolenj, kar je prispevalo k zvišanim stroškom zdravljenja. eZdravje, kar zajema informacijsko in komunikacijsko tehnologijo v zdravstvenem sistemu, se zdi kot dobra rešitev za te izzive. Evropska komisija zavoljo predpostavke, da zdravje izboljšuje kvaliteto in učinkovitost zdravstvenih storitev, podpira implementacijo projekta eZdravje. Po temeljitem pregledu literature v povezavi z eZdravjem in strukturiranih intervjujih, opravljenih z 12 izbranimi zdravstvenimi strokovnjaki Univerzitetnega kliničnega centra Maribor, smo primerjali pomembne vidike implementacije eZdravja v Sloveniji z zdravstvenimi dosežki nekaterih vodilnih držav Evropske unije. Očitno je, da pogosto sprejetje eZdravja spodleti zavoljo podcenjevanja nekaterih dejstev implementacije. eZdravje potrebuje dober projektni menedžment in dobro upravljanje. Pomen uvajanja eZdravja je v glavnem odvisen od političnih dejavnikov. Številni projekti v povezavi z eZdravjem ostanejo zaradi političnih ovir in pomanjkanja finančnih virov le projekti. Udeležba zdravstvenih strokovnjakov v projektu eZdravje je tudi ključnega pomena. Pomanjkanje aktivne vključitve zdravnikov v projekte eZdravja je glavni faktor finančnega poloma teh projektov. Digitalizacija popisov bolezni izboljšuje odnos med izvajalci in koristniki zdravstvenih storitev, preprečuje podvajanje receptov in hospitalizacij, neuspešen prenos popisov bolezni in v glavnem pomanjkanje komunikacije pri klinični obravnavi. Dostop bolnikov do elektronskega zapisa popisa bolezni v Sloveniji še ni dosežen. V uvajanju novih tehnologij je jasno, da je treba upoštevati širši socialni okvir. Ovire, kot je slaba e-pismenost in večje nagnjenje do osebne komunikacije, omejujejo sprejetje nekaterih uslug eZdravja v vsakdanji praksi. Z izvajanjem ustreznih edukacijskih programov te omejitve bi lahko zmanjšali. Za dosego popolnoma učinkovitega programa eZdravja je treba odstraniti slabosti v zvezi z varnostjo in privatnostjo. Jasno je, da se bodo v zvezi z mobilnostjo in interoperabilnostjo perspektive eZdravja, riziki privatnosti in varnosti zviševali. Lahko sklenemo, da so pozitivni rezultati uvajanja eZdravja obetajoči.

Title:CRITICAL SUCCESS FACTORS OF EHEALTH IMPLEMENTATION
Abstract:Slovenia as well as the European Union has difficulties with an increasing aging population with a higher frequency of chronic diseases, which have resulted in rising health care costs. eHealth, which involves information and communication technologies within the health care system is seen as a good solution to these challenges. Due to the assumption that eHealth improves the quality and effectiveness of health care services, the European commission promotes its implementation. After a thorough review of written sources concerning eHealth and structured interviews conducted with 12 selected health-care professionals of the University Clinical Centre Maribor, we compared important aspects of the implementation of eHealth in Slovenia with the health care achievements of some leading countries of the European Union. It is evident that the adoption of eHealth often fails due to the condescension of some implement factors. eHealth requires favourable project management and governance. The scope of eHealth implementation mostly depends on political factors. Many projects concerning eHealth remain on the stage of projects only because of political obstruction and a lack of financial support. The participation of health care professionals in eHealth projects is also of crucial importance. The lack of active involvement by doctors is a major factor for costly failures of these projects. The digitisation of medical records (EHR) is supposed to improve the relation between health providers and patients, prevent duplicated prescriptions and hospitalisations, ineffective transferability of medical records and a general lack of communication in clinical assessments. Patient access to electronic medical records in Slovenia has not yet been reached. It is evident that wider social framework must be considered when introducing new technologies. Barriers like low e-literacy and the preference of personal communication limit the adoption of some eHealth services in everyday practice. Using appropriate educational programs such limitations could be lowered. To achieve a fully operational eHealth program security and privacy deficiencies have to be resolved. It is evident that when referring to the mobility and interoperability of eHealth, security and privacy issues and risks will rise. It can be concluded that positive results of eHealth implementation seem to be promising.
